
On the morning of November 25, the National Assembly discussed in groups the investment policy for the National Target Program on Modernization and Improvement of Education and Training Quality for the 2026-2035 period; and the investment policy for the National Target Program on Health Care, Population and Development for the 2026-2035 period.
Speaking at the group discussion, General Secretary To Lam affirmed that health and education are important pillars of society. This is not only a goal but also a driving force for human resource development - one of the three breakthrough focuses. The goal is to take care of people, have good human resources, health and courage, thinking, knowledge and intelligence to build and develop the country.
The General Secretary pointed out that the National Target Program is not just for the health or education sector but requires the whole society to join hands and break out of the framework of national sectors and industries. Therefore, this content needs to be discussed and considered within the scope of the name "national target", not just for the education or health sector.
The General Secretary said that the national target program needs to clearly state the presiding agency and its objectives, must not overlap with previous programs, and the ultimate goal must be for the people to benefit.
In health and education, the General Secretary emphasized three factors that need synchronous investment: infrastructure; team of teachers and doctors; training program. Infrastructure must be guaranteed. The team must be qualified, well-trained, ethical, and have personality. Training program must always be updated, in-depth, and suitable to the speed of change of scientific knowledge.
Regarding each field, with health, the General Secretary requested that the program must clearly define what outstanding results the sector must achieve by 2030-2035, not just regular tasks; in which, it is necessary to pay attention to primary health care and prevention. Currently, health work is still heavily focused on medical examination and treatment - that is, dealing with the consequences of weak prevention.
The General Secretary requested that there must be solutions and plans to completely handle infectious diseases such as tuberculosis, malaria, hepatitis... so that they do not persist for a long time, causing costs for the entire system. At the same time, it is necessary to address the fundamental causes of diseases such as environmental pollution, clean water, food hygiene and safety, because if the above fundamental issues are not addressed, "no matter how many hospitals are built or how many doctors are trained, it will not be enough".
Regarding education, the General Secretary affirmed that the country's development goals are closely linked to education and science and technology. From preschool to post-graduate level, there must be a continuous training cycle, creating a highly productive human resource. Without adequate investment in education, it is difficult to create a foundation for science and technology and national development.
The General Secretary thoroughly grasped the spirit of "where there are students, there must be classes, where there are students, there must be schools, ensuring that all children can go to school".
In addition, the General Secretary expressed concern about the current situation of scattered schools causing waste: There are places with very few students but many teachers; in particular, there are schools with 5-6 students but up to 10 teachers. From this reality, the General Secretary suggested calculating more suitable models such as merging schools, developing boarding schools so that students can study in a better environment and use resources effectively. In border areas, facilities are still lacking, the rate of solidification is not substantial, the General Secretary requested that priority be given to proper and standard investment.

Also at the group discussion, giving opinions on the investment policy for the National Target Program on Modernization and Improvement of Education and Training Quality for the 2026-2035 period, National Assembly Chairman Tran Thanh Man emphasized that the development of the national target program on education is a strategic task, requiring large investments in resources and time. The ultimate goal must be to improve the quality of comprehensive education, especially the quality of teachers and managers.
The National Assembly Chairman said that the current period is strongly influenced by the fourth industrial revolution, the explosion of artificial intelligence (AI) and the need for high-quality human resources. Therefore, the solution is not just to teach well and learn well in the traditional way, but must be a revolution in thinking and tools for education and training to develop.
Therefore, the program needs to have a long-term vision, forecasting the development trends of society and the labor market in the future. The program must clearly define the focus and scope, avoid spreading, "what can be socialized, then socialize". National target programs need to solve core, urgent, breakthrough problems of the education sector. In addition, it is necessary to ensure resources, financial mechanisms, management, inspection, supervision, ensuring that there is no loss or negativity during the implementation process.
The National Assembly Chairman agreed with the delegates' opinions on the flexible capital allocation mechanism, allowing localities to proactively adjust to suit actual conditions, in line with the direction of the Politburo and the Secretariat, headed by General Secretary To Lam, that is, "localities decide, localities do, localities are responsible"; the Central Government creates and supervises.
The National Assembly Chairman emphasized the need to clearly decentralize authority and responsibility for management and operation between the central and local levels, between the Ministry of Education and Training and relevant ministries and branches; the National Assembly will supervise the implementation.
In addition, National Assembly Chairman Tran Thanh Man said that this session of the National Assembly will consider issues related to planning, so this target program also needs to be discussed and reviewed to ensure that the contents are consistent with the national master plan and relevant laws.
Commenting on the investment policy for the National Target Program on health care, population and development for the 2026-2035 period, National Assembly Chairman Tran Thanh Man said that investing in these programs affirms the views and policies of the Party and State on the position, role and importance of the work of protecting and taking care of people's health and population work.
The National Assembly Chairman proposed solutions that need to be noted, such as strengthening and innovating grassroots healthcare. This is the foundation for improving the capacity of commune and ward health stations, providing basic diagnostic equipment such as ultrasound, rapid testing and essential drugs so that people can confidently examine and treat at health stations, not go to higher-level hospitals; promoting preventive medicine, including controlling non-communicable diseases, expanding immunization, educating on environmental hygiene and lifestyle, improving people's health in the spirit of "prevention is better than cure", this is the core principle to reduce the burden of disease.
The National Assembly Chairman also requested that technology application and digital transformation, a breakthrough is the development of medical human resources because people are the decisive factor in the quality of medical services, including training, technology transfer, remuneration, improving medical ethics and finance.
