Within the framework of the State visit to Laos, attending the 50th Anniversary of Laos' National Day and attending the High-level Meeting between the two Parties, on the afternoon of December 1, in the capital Vientiane (Laos), General Secretary To Lam had a meeting with Chairman of the Lao National Assembly Saysomphone Phomvihane.
National Assembly Chairman Saysomphone Phomvihane expressed his delight at welcoming General Secretary To Lam to Laos for the first time in his capacity as General Secretary of the Central Committee of the Communist Party of Vietnam ; congratulated General Secretary To Lam on receiving the Lao National Gold Medal, and highly appreciated the General Secretary's contributions in developing the "unique" Laos-Vietnam relationship in the world.
The General Secretary shared with Mr. Saysomphone Phomvihane the successful results of the talks with General Secretary and President of Laos Thongloun Sisoulith. The two sides agreed to elevate the Vietnam-Laos relationship to the level of “Great friendship, special solidarity, comprehensive cooperation, strategic cohesion”, demonstrating a common vision, intertwined strategic interests and long-term companionship for sustainable development, self-reliance and prosperity of the two peoples.
General Secretary To Lam and the Lao National Assembly Chairman expressed their delight at witnessing the extremely close and effective cooperation between the two countries' National Assemblies. The two sides are effectively implementing the Cooperation Agreement between the two National Assemblies; cooperation activities between the National Assembly Committees and agencies are being carried out in many flexible forms, both within the bilateral framework and at regional and international inter-parliamentary forums.
Lao National Assembly Chairman Saysomphone Phomvihane congratulated the great achievements that the Party, State and people of Vietnam have attained.
The Lao National Assembly Chairman deeply sympathized with the losses caused by storms and floods to the Vietnamese people and firmly believed that Vietnam would soon overcome the difficulties. The Lao National Assembly Chairman highly appreciated General Secretary To Lam's visit and thanked him for his attention and close guidance in promoting cooperation between the two National Assemblies in particular and between the two countries in general.
National Assembly Chairman Saysomphone Phomvihane affirmed that he will closely coordinate with the Vietnamese National Assembly to effectively implement the supervision of high-level agreements and cooperation agreements, especially important economic projects, to contribute to deepening the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos. The Lao National Assembly Chairman emphasized that no matter how the situation develops, the great relationship and solidarity between Vietnam and Laos will remain unchanged.
The two leaders were pleased to see that political relations, security - defense, science - technology, education - training, people-to-people exchange, and local cooperation are developing more effectively and deeply.
The National Assembly relationship has developed strongly with visits and experience exchanges between committees. The two National Assemblies jointly compiled a book on 50 years of Laos-Vietnam National Assembly relations.
At the meeting, General Secretary To Lam proposed a number of measures to strengthen relations between the two National Assemblies, including continuing to exchange and share experiences in areas of mutual interest, especially in building and perfecting institutions and legal systems, supreme supervision and deciding on important national issues.
The two National Assemblies also need to promote the improvement of institutions and policies to facilitate the effective implementation of the High-level Agreements of the two Politburoes and the Cooperation Agreement between the two Governments. The two National Assemblies need to closely coordinate and jointly monitor the implementation of bilateral agreements; strengthen supervision and promote investment cooperation projects between the two countries, propose to remove difficulties and obstacles in institutions and mechanisms, and create a favorable legal corridor for businesses and localities of the two countries to cooperate sustainably and for mutual benefit.
The two sides will continue to closely coordinate and support each other at regional and international parliamentary forums; strengthen consultation and coordinate positions on international and regional issues, in accordance with the interests and concerns of each country, in harmony with the stance of the Association of Southeast Asian Nations (ASEAN) and other parties, contributing to maintaining a peaceful and stable environment for development.
In addition, the legislative bodies of the two countries need to further promote their roles to spread the strengths of cooperation between the two countries in politics, defense and security to the economic and other fields; at the same time, have cooperation mechanisms to join hands with the Government, local authorities at all levels and sectors of the two countries to resolve and remove difficulties in the current cooperative relationship, creating momentum to promote the relationship between the two countries to continue to develop in the new period.
General Secretary To Lam thanked National Assembly Chairman Saysomphone Phomvihane for his attention and creation of favorable conditions for the Vietnamese community in Laos to live, study, work and do business; and at the same time asked Laos to create more favorable conditions for Vietnamese people and enterprises to cooperate and invest in Laos, contributing to the socio-economic development of Laos and the relationship between the two countries.
Immediately after the meeting, at the Lao National Assembly Headquarters, General Secretary To Lam and Chairman of the Lao National Assembly Saysomphone Phomvihane pressed the button to launch the e-book "50 years of relations between the Lao National Assembly and the Vietnamese National Assembly - Comprehensive cooperation and development (1975-2025)".
The book is the common result of the great efforts of the National Assembly leaders, agencies, officials and researchers of Laos and Vietnam together to synthesize the long-standing traditional friendship and cooperation between the two countries from the period of fighting for national independence in the past to the current period of preserving and developing the country of the two countries in general, as well as between the Lao National Assembly and the Vietnamese National Assembly in particular.
