General Secretary To Lam: Removing difficulties in developing smart cities and high-tech zones

On the morning of May 29, at the Party Central Committee Headquarters, General Secretary To Lam, Head of the Central Steering Committee on Science , Technology Development, Innovation and Digital Transformation, chaired the Standing Committee meeting.

Attending the meeting were Prime Minister Pham Minh Chinh and Politburo member, Party Central Committee Secretary, Chairman of the Central Inspection Commission Nguyen Duy Ngoc.

General Secretary To Lam commended the relevant parties for their efforts in implementing many solutions to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation (Resolution 57).

However, the General Secretary said that digital transformation, application of science and technology, especially technology mastery by some enterprises in some ministries and local sectors, is still confusing, difficult and has many limitations.

Emphasizing the need to master science and technology selectively from international experience, especially from countries leading in innovation, the General Secretary requested that in the coming time, ministries, branches and localities focus on removing difficulties and obstacles arising in the implementation process.

In particular, focusing on immediately implementing a number of key tasks, heads of agencies, localities and units must strengthen inspection and supervision of the implementation of Resolution 57 at the workplace, with the spirit of not waiting and specifying the tasks to be implemented, with regular and continuous assessments and summaries.

Besides, it is also necessary to strengthen training programs for officials, civil servants, public employees and workers on digital transformation, innovation, especially the application of science and technology in real life.

General Secretary To Lam speaks at the meeting

General Secretary To Lam requested the Government Party Committee and the National Assembly Party Committee to direct the Ministry of Science and Technology; the Ministry of Finance, the Ministry of Education and Training and relevant agencies to closely coordinate with the National Assembly Committees: Law and Justice, Science - Technology and Environment, Economy and Finance to absorb and complete the draft laws being submitted to the National Assembly for consideration and approval at the 9th session of the 15th National Assembly.

Specifically, the Law on Science and Technology, the Law on Innovation; the Law on Digital Technology Industry, the State Budget Law, the Investment Law, the Law on Teachers, etc. to ensure the removal of bottlenecks and the synchronization of regulations to create momentum for development.

Ministers of the Ministries of Finance, Science and Technology, Education and Training, Public Security, Home Affairs, Agriculture and Environment, and relevant agencies shall remove difficulties and obstacles in implementing the "three-house" cooperation model (state, school and enterprise), developing smart cities, and developing high-tech zones. This work is periodically reported monthly to the Standing Committee of the Steering Committee on the implementation results.

General Secretary To Lam requested the Ministry of Science and Technology to continue to proactively coordinate with relevant ministries and branches to perfect institutions and legal regulations to attract domestic and international talents, prepare good human resources to serve the implementation of Resolution 57 of the Politburo, and make practical contributions to the country's development.

Previously, Mr. Nguyen Duy Ngoc - Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Committee - attended and chaired the announcement and launch ceremony of the National Advisory Council of the Central Steering Committee on Science and Technology Development, Innovation and Digital Transformation. Mr. Le Hoai Trung - Secretary of the Party Central Committee, Chief of the Party Central Committee Office - was Chairman of the Council.

Mr. Nguyen Duy Ngoc said he will increase consultation with experts and scientists; periodically study experiences by topic to be able to apply domestically; and take proactive, clear and effective steps.

"We try to forecast so that we can foresee issues that are suitable to our domestic strengths and implement them in practice," Mr. Nguyen Duy Ngoc emphasized.
