On the morning of December 15th, General Secretary To Lam and National Assembly delegates from constituency No. 1 of Hanoi City met with voters in the following wards: Dong Da, Kim Lien, Van Mieu - Quoc Tu Giam, Lang, O Cho Dua, Ba Dinh, Ngoc Ha, Giang Vo, Hai Ba Trung, Vinh Tuy, and Bach Mai.

Members of the National Assembly will announce the results of the 10th session of the 15th National Assembly and listen to the opinions and suggestions of voters.

After 40 working days (October 20 - December 11), the 10th session of the 15th National Assembly considered, discussed, and voted to pass 51 laws and 39 resolutions. This was the longest session with the largest volume of legislation in the history of National Assembly sessions, accounting for nearly 30% of the total number of laws and normative resolutions issued during the entire term.

The laws and resolutions passed cover most important and essential areas of economic, social, and cultural life, addressing many new issues arising in practice, while also focusing on removing institutional bottlenecks. The laws and resolutions passed by the National Assembly at its 10th session both promptly meet practical requirements and create a legal framework for the new period.

In this context, recognizing that high-quality human resources are a key factor in successfully implementing the country's socio-economic development goals and tasks in the new era, the National Assembly has passed laws and resolutions related to education, such as: the Law amending and supplementing a number of articles of the Law on Education; the Law on Higher Education; the Law on Vocational Education; and the Resolution of the National Assembly on some specific and outstanding mechanisms and policies to achieve breakthroughs in education and training development.

The National Assembly has passed important laws in the field of science and technology, such as: the Law on Digital Transformation; the Law on Artificial Intelligence; the Law on High Technology; the Law amending and supplementing a number of articles of the Law on Technology Transfer… aiming to complete a comprehensive legal system to guide and manage the development of new technology fields, laying the foundation for science, technology, innovation and digital transformation to truly become the main driving force of socio-economic growth in the next phase.

Also at the session, the National Assembly issued a Resolution stipulating a number of mechanisms and policies to remove difficulties and obstacles in the implementation of the Land Law and decided on a number of contents regarding finance and budget, expanding the application of some specific mechanisms and policies… in order to fully and promptly institutionalize the views and guidelines of the Party and the State on land policy; promptly remove "bottlenecks" and new issues arising from practice, contributing to achieving socio-economic development goals, improving the effectiveness and efficiency of land management and use, in accordance with new management requirements.

Furthermore, the National Assembly passed numerous laws and resolutions with significant impact to promptly institutionalize the Party's new policies and resolutions on judicial reform, combating corruption, waste, and negative practices; focusing on decentralization and delegation of power, removing institutional bottlenecks, especially in the areas of land, investment, planning, construction, environment, and energy; promoting socio-economic development, and ensuring national defense and security...
