Over eight decades, the industry has affirmed its strategic role in ensuring food security, livelihoods of tens of millions of farmers, protecting natural resources, biodiversity and ecological balance; at the same time contributing to maintaining political stability, social security and protecting people's living environment.
Through war, reconstruction and renovation, the agricultural sector has become the pillar of the national economy, transforming Vietnam from a country with food shortages into one of the world's leading agricultural exporters. From innovation policies such as Contract 100, Contract 10, to the 1993 Land Law and the New Rural Development Program, Vietnamese agriculture has grown steadily, making important contributions to growth, social stability and sustainable poverty reduction.
At the same time, the Agriculture and Environment sector has continuously improved its institutions, laws and development strategies, becoming a pillar of sustainable development, linking resource management, environmental protection with green growth and climate change response. Thanks to that, Vietnam has achieved many remarkable advances: Forest cover remains above 42%, waste collection rate reaches over 95%, sustainable development ranking position increases sharply in the region.
The year 2025 marks a new historical milestone when the 15th National Assembly decided to merge the Ministry of Agriculture and Rural Development with the Ministry of Natural Resources and Environment, forming the Ministry of Agriculture and Environment from March 1, 2025. This is a step demonstrating the strategic vision of the Party and State to manage, exploit and use national resources more effectively, meeting the requirements of rapid and sustainable development in the new era.
After the merger, the Ministry quickly completed its organization, stabilized its apparatus, and ensured smooth, effective, and efficient operations. Patriotic emulation movements continued to spread strongly, creating a vibrant atmosphere, encouraging the entire sector to overcome difficulties and successfully complete assigned political tasks.
Thanks to that, the growth rate of added value of the whole industry in the period of 2020-2025 reached 3.12%/year, exceeding the set target. The export value of agriculture, forestry and fishery products in 2024 reached a record 62.5 billion USD, up nearly 19% compared to 2023, the highest increase in two decades, with 11 items reaching over 1 billion USD, of which 7 items reached over 3 billion USD.
Emulation and reward work is carried out democratically, publicly, with the right people and the right work, focusing on honoring direct workers, grassroots groups, and disadvantaged areas. In the past 5 years, the entire industry has been awarded: 15 National Emulation Fighters; 65 Emulation Flags of the Government; 04 Independence Medals; 379 Labor Medals of all ranks; 606 Certificates of Merit from the Prime Minister; Thousands of titles, certificates of merit, and commemorative medals from Ministers.
In the coming period, the entire Agriculture and Environment sector will focus on competing to achieve key goals: Developing civilized, green, clean, and beautiful rural areas, improving people's income and quality of life; exploiting and using natural resources effectively and sustainably, developing a green economy, a circular economy, and low emissions;
Along with that, innovating emulation and reward work in a practical and creative direction, linking movements with key tasks and comprehensive digital transformation, contributing to the successful implementation of the goal of building a strong, prosperous, green and sustainable Vietnam.
At the same time, perfecting institutions and modern governance models, comprehensive management of resources and environment according to the ecosystem; Developing ecological agriculture, green economy, circular economy, enhancing added value and brand of Vietnamese agricultural products; building a team of steadfast, responsible, creative cadres, contributing to realizing the aspiration of a strong, prosperous, green and sustainable Vietnam.
