General Secretary To Lam and General Secretary and President of Laos witnessed the ceremony of handing over 12 cooperation documents.

(ĐCVSVN) - Within the framework of the State visit to the Lao People's Democratic Republic, attending the 50th National Day Celebration of the Lao People's Democratic Republic and co-chairing the High-level Meeting between the Communist Party of Vietnam and the Lao People's Revolutionary Party, at noon on December 1, right after the talks, General Secretary To Lam and General Secretary and President of Laos Thongloun Sisoulith and the high-level delegations of the two countries witnessed the ceremony of handing over cooperation documents.

General Secretary To Lam and Lao General Secretary and President Thongloun Sisoulith and high-ranking delegations of the two countries witnessed the handover ceremony of cooperation documents between the Vietnamese Ministry of Public Security and the Lao Ministry of Public Security.

Accordingly, the cooperation documents include: 2026 Cooperation Plan between the Ministry of Public Security of Vietnam and the Ministry of Public Security of Laos; Agreement between the Ministry of Public Security of Vietnam and the Ministry of Public Security of Laos on the construction of the Command Center project of the Ministry of Public Security of Laos; 2026 Cooperation Plan between the Ministry of National Defense of Vietnam and the Ministry of National Defense of Laos; Memorandum of Understanding between the Ministry of Public Security of Vietnam and the Ministry of National Defense of Laos on the project to build the Vietnam - Laos friendship road; Memorandum of Understanding between the Ministry of Foreign Affairs of Vietnam and the Ministry of Foreign Affairs of Laos for the period 2026-2030; Cooperation Agreement between the Ministry of Justice of Vietnam and the Ministry of Justice of Laos for the period 2026-2030; Memorandum of Understanding on cooperation in key banking activities for the period 2026-2030; Memorandum of Understanding between the Ministry of Industry and Trade of Vietnam and the Ministry of Industry and Trade of Laos on the development of industrial linkage chains between Vietnam and Laos; Cooperation agreement between Vietnam Television and the Central Propaganda and Training Department of the Lao People's Revolutionary Party; Minutes of cooperation agreement between the Ministry of Foreign Affairs of Vietnam and the Central External Relations Department of the Lao People's Revolutionary Party for the period 2026-2030; Cooperation agreement for the period 2026-2030 between Thanh Hoa province, Vietnam and Houaphanh province, Laos; Memorandum of understanding on strengthening cooperation in socio-economic development, ensuring national defense and border security between the People's Committee of Da Nang city, Vietnam and the Government Committee of Sekong province, Laos for the period 2026-2030.

General Secretary To Lam and Lao General Secretary and President Thongloun Sisoulith and high-ranking delegations from the two countries witnessed the handover ceremony of cooperation documents between the Vietnamese Ministry of National Defense and the Lao Ministry of National Defense.

In recent times, political and diplomatic relations; defense - security cooperation; economic, trade and investment cooperation have continued to have positive changes. The two sides signed 04 documents on the occasion of the 47th meeting of the Intergovernmental Committee. To date, Vietnam has 274 investment projects in Laos with a total registered capital of 5.82 billion USD, implemented capital of about 3 billion USD. Many projects are operating effectively, contributing positively to the socio-economic development of Laos, creating jobs, increasing income for thousands of workers and supplementing the budget, especially in the fields of telecommunications, banking, energy, mining, rubber and food processing. Notably, Vietnam's investment in Laos is increasing again in a sustainable direction, reaching 322 million USD in the first 8 months of 2025 (6 times higher than the same period in 2024), focusing on energy, mining and transportation. Many basic strategic projects were completed, notably the inauguration of wharf No. 3 of Vung Ang port.

The two countries signed the Agreement on Coal and Electricity Purchase and Sale, completing the framework for local currency payments and connecting retail payments, which is an important legal basis for the two sides to continue to coordinate and effectively implement the committed agreements on cooperation in coal and electricity purchase and sale in the coming time; as well as facilitating trade, commerce and financial needs of businesses and people of the two countries, especially in border areas.

General Secretary To Lam and Lao General Secretary and President Thongloun Sisoulith witnessed the signing of a Memorandum of Understanding between the Vietnamese Ministry of Industry and Trade and the Lao Ministry of Industry and Trade on developing an industrial chain between Vietnam and Laos.

Bilateral trade turnover in the first 10 months of the year is estimated at 2.6 billion USD, up 50.41% over the same period in 2024, of which exports reached 968.4 million USD, up 72.9% over the same period in 2024, and imports reached 1.632 billion USD, up 39.4% over the same period in 2024. The two sides strive to increase two-way trade turnover to 5 billion USD in the coming years.

Other areas of cooperation such as education and training, culture, transportation, energy, agriculture, etc. continue to be promoted and achieved many encouraging results. People-to-people exchanges and cooperation between localities of the two countries are increasingly expanding, contributing to enhancing understanding and solidarity between the people of the two countries, especially the young generation.../.
