General Secretary To Lam and General Secretary and President of Laos witnessed the ceremony of handing over cooperation documents.

Within the framework of the State visit to the Lao People's Democratic Republic, attending the 50th National Day Celebration of the Lao People's Democratic Republic and co-chairing the High-level Meeting between the Communist Party of Vietnam and the Lao People's Revolutionary Party, at noon on December 1, right after the talks, General Secretary To Lam and General Secretary and President of Laos Thongloun Sisoulith and the high-level delegations of the two countries witnessed the ceremony of exchanging cooperation documents.

The cooperation documents include: 2026 cooperation plan between the Vietnamese Ministry of Public Security and the Lao Ministry of Public Security; Agreement between the Vietnamese Ministry of Public Security and the Lao Ministry of Public Security on the construction of the Lao Ministry of Public Security Command Center project; 2026 cooperation plan between the Vietnamese Ministry of National Defense and the Lao Ministry of National Defense; Memorandum of Understanding between the Vietnamese Ministry of Public Security and the Lao Ministry of National Defense on the project to build the Vietnam-Laos friendship road.

Memorandum of Understanding on Cooperation between the Ministry of Foreign Affairs of Vietnam and the Ministry of Foreign Affairs of Laos for the period 2026-2030; Cooperation Agreement between the Ministry of Justice of Vietnam and the Ministry of Justice of Laos for the period 2026-2030; Memorandum of Understanding on Cooperation in Key Banking Activities for the period 2026-2030; Memorandum of Understanding between the Ministry of Industry and Trade of Vietnam and the Ministry of Industry and Trade of Laos on Developing Industrial Linkages between Vietnam and Laos.

Cooperation agreement between Vietnam Television and the Central Propaganda and Training Department of the Lao People's Revolutionary Party; Minutes of cooperation agreement between the Ministry of Foreign Affairs of Vietnam and the Central External Relations Department of the Lao People's Revolutionary Party for the period 2026-2030.

Cooperation agreement for the period 2026-2030 between Thanh Hoa province, Vietnam and Houaphanh province, Laos; Memorandum of Understanding on enhancing cooperation in socio-economic development, ensuring national defense and border security between the People's Committee of Da Nang city, Vietnam and the Government Committee of Sekong province, Laos for the period 2026-2030.

Recently, in addition to strengthening cooperation in politics, defense and security, the two sides have also made efforts to raise the level, create breakthroughs and create strong changes in economic cooperation, especially effectively implementing key projects connecting the two economies, especially in transportation (including highways and railways), energy, trade, investment, training and development of high-quality human resources and building sustainable supply chains.

Trade and investment cooperation continues to record positive changes with turnover in the first 10 months of 2025 reaching nearly 2.5 billion USD, an increase of 50.4% compared to 2024, making Vietnam the third largest trade partner of Laos, aiming for a target of 5 billion USD and striving to reach 10 billion USD in the coming time.

Regarding investment, Vietnam currently has 274 investment projects in Laos with a total registered capital of more than 5.8 billion USD.

A number of projects connecting transport infrastructure put into use are new steps in strategic linkages in development space, contributing to the development of the two countries in the near future.

Other areas of cooperation such as education and training, culture, transportation, energy, agriculture, etc. continue to receive attention and promotion, achieving many encouraging results.

People-to-people exchange and cooperation between localities of the two countries are increasingly expanding, contributing to enhancing understanding and solidarity between the people of the two countries, especially the young generation./.
