Expressing his general views on the national target programs (NTPs), General Secretary To Lam said that the fields of Culture, Health, and Education are not just programs with simple goals but are core pillars and driving forces for sustainable development. The ultimate goal to be achieved is that people must be healthy, knowledgeable, cultured, and all people can enjoy a peaceful, gentle, and happy life.

Pointing out the fact that the current national target programs have too many goals, leading to duplication, dispersion, and dispersion of resources, and it is unclear who is in charge of completing the goals, the General Secretary suggested that in the national target programs this time, clear goals must be set. For example, in the health sector, it is necessary to clearly state what specific results will be achieved in health examination and care for the people by 2025-2030.
It is necessary to focus on primary health care, put preventive medicine at the forefront; set a goal to completely eliminate infectious diseases in the next 5 years, such as tuberculosis and malaria... The General Secretary also proposed to fundamentally solve diseases; solve non-communicable diseases by controlling the environment, air, drinking water and especially food hygiene and safety. If these problems are not solved, building more hospitals or training more doctors will not fundamentally solve the problem.

General Secretary To Lam also mentioned solutions to achieve the goal of investing in infrastructure, hospitals, and medical equipment. For the medical staff, it is necessary to standardize professional qualifications, improve medical ethics, and strictly handle individuals who damage the reputation and affect the medical staff in general.
Overcoming shortcomings in teacher staffing and ensuring facilities for schools in disadvantaged areas
Regarding the investment policy of the National Target Program on modernization and improvement of education and training quality in the 2026-2035 period, General Secretary To Lam mentioned the current shortcomings in teacher staffing, school arrangement and investment in school facilities... From there, it is required to proactively staff teachers according to the regulations on the number of students/class (20-25 students) instead of "asking" for staffing.
In reality, in many mountainous communes, there are only 5-6 students but there is still one school with enough teachers and facilities, causing waste. Therefore, the General Secretary requested that agencies need to calculate how to gather students to schools that meet standards, even hiring vehicles to transport students would be more effective than maintaining many small schools.

General Secretary To Lam also raised the requirement to standardize the school system’s facilities, especially prioritizing the consolidation of schools in 248 border communes. He emphasized that schools must meet the standards of the Ministry of Education and Training, ensuring comprehensive education for students.
The General Secretary also emphasized ensuring living conditions for teachers in disadvantaged areas. "Many young teachers spend their youth in remote schools but lack public housing, lack social environment, and even have difficulty starting a family. Therefore, it is necessary to take care of facilities for teachers, especially in disadvantaged areas, so that they can start a family and work with peace of mind," the General Secretary emphasized.
With the goal of making English the second language in schools, the General Secretary suggested that the education sector should promptly train teachers not only in English but also in other specialized subjects in English (Math, Literature, History) to meet the requirements of integration and international exams.

Sharing with the disadvantaged and vulnerable groups including abandoned children and people with disabilities, the General Secretary said that special attention should be paid to 800,000 abandoned children (of which public facilities only care for 3%) and 8 million people with disabilities. Promoting the role of family and society so that no one is left behind.
It is necessary to encourage and create a consensus for families to adopt children (including sick children) so that they can be cared for in the best family environment. Investing in nurturing and educating these subjects from the beginning will be much more effective than spending money to prevent crime and deal with social problems in the future. According to the General Secretary, this is also an issue that the whole society, the health sector and education need to pay attention to.
General Secretary To Lam especially noted the need to change the way of thinking about the concept of national target programs on health or education, but this is not the sole responsibility of each ministry or sector, but must be an effort of the whole society working together to implement and deploy synchronously to bring about real results for the people./.
