The Central Party Office issued a notice of the conclusion of General Secretary To Lam at a working session with the Party Committee of the Ministry of Health and central ministries, branches and sectors on the care and protection of children in special circumstances.
According to the General Secretary, children in special circumstances are those who suffer many disadvantages, especially in living conditions, nutrition, education and health care.
Caring for children in special circumstances is not only to heal current misfortunes but also to care for the future and sustainable development of the country, demonstrating the humanity and superiority of the regime.

To do this well, the General Secretary emphasized that minimizing the number of abandoned children is the most humane and fundamental priority task in the care and protection of children in special circumstances.
According to the General Secretary, there should be solutions for psychological and legal counseling, reproductive health care, and socio-economic support for high-risk groups such as women with unwanted pregnancies, single mothers, broken families, or migrant workers facing deadlocks in life; building a network of social collaborators with the participation of socio-political organizations, especially women's associations and youth unions, to grasp the situation in residential areas.
At the same time, local Party committees and authorities must pay close attention to people's lives, grasp the difficult circumstances in the area to have timely support measures, considering this a political responsibility.
Also according to the General Secretary's request, it is necessary to ensure that all abandoned children are received, cared for safely and promptly.
In which, the place of detection (hospital, residential area, police, government) is the responsible place, must carry out the initial health care process, health screening, handover, reception, and prepare legal documents according to regulations.
"Absolutely do not shirk responsibility, cause delays, or affect the safety and lives of children," the General Secretary emphasized. If there are cases of abandoned children, children being abused or exploited, relevant organizations and individuals must be seriously considered and dealt with.
Innovating the care model for children in special circumstances and improving the capacity of the existing social protection system are also solutions mentioned by the General Secretary.
The General Secretary emphasized the goal of gradually shifting from a centralized care model for children in special circumstances to a family-community care model, in the direction of small houses - small groups, so that each group of children is associated with a stable caregiver, creating a close family-like environment, suitable for children's psychology and progressive trends in the world.
On the other hand, according to the General Secretary, it is necessary to pay attention to upgrading and consolidating existing social protection facilities in terms of facilities, equipment, and human resources; and to overcome the situation of formal, degraded, or irresponsible operations.
The General Secretary requested that local Party committees and authorities at all levels, especially Hanoi, Ho Chi Minh City and large cities, take the lead in transforming the care model for children in special circumstances; at the same time, improve the capacity of social protection facilities, and prevent overload, neglect of children or laxity in responsibilities.
