Comrade Hoang Viet Phuong, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Head of the Provincial Social Policy Bank Representative Board, presented a report on the implementation of Directive No. 40-CT/TW and Conclusion No. 06-KL/TW of the Secretariat and preferential credit policies.

After 10 years of implementing Directive No. 40-CT/TW and Conclusion No. 06-KL/TW of the Secretariat, policy credit capital has been invested in 100% of communes, wards, towns, 100% of villages, hamlets, and neighborhoods in the province. The total resources mobilized to implement social policy credit in the province reached over 4,355 billion VND, of which the local budget capital entrusted to the Bank for Social Policies was over 111 billion VND, 280 times higher than in 2014, when Directive 40 had not been implemented.
The capital has helped 72,350 households overcome the poverty line; created conditions for 1,026 students in difficult circumstances to borrow money to study, buy computers, and online learning equipment; 23,630 workers have been created jobs from the National Employment Fund; 454 workers have been given loans to work abroad for a limited period; built 101,859 clean water, sanitation and environmental works, supported 3,857 houses for poor households and policy beneficiaries...

Socio -political organizations at all levels have performed well in receiving trust, the outstanding balance of trust through socio-political organizations increased 2.7 times after 10 years of implementing Directive No. 40-CT/TW, increased by VND 2,735 billion, reaching VND 4,323 billion, accounting for 99.39% of total outstanding balance, with 80,052 customers still having outstanding loans through 2,374 Savings and Loan Groups.
The capital has contributed to reducing the poverty rate of the whole province from 27.81% in the 2016-2020 period to 6.60% at the end of 2021 and from 23.45% in the 2022-2025 period to 14.03% at the end of 2023; supporting 74 communes to meet new rural standards, 9 communes to meet advanced new rural standards, 4 communes to meet model new rural standards...

At the conference, delegates focused on discussing the implementation of credit policies of localities, departments and branches; proposed many solutions to remove difficulties and obstacles related to policy credit for socio-economic development in ethnic minority and mountainous areas; increased loans to be more suitable for production development; adjusted interest rates down, simplified loan procedures...

Speaking at the conference, comrade Nguyen Hong Son, Deputy Head of the Central Economic Commission, acknowledged the positive results in implementing Directive No. 40-CT/TW of the Central Party Secretariat on social policy credit in Tuyen Quang province.
He suggested that Party committees and authorities at all levels continue to pay more attention to effectively leading and directing social policy credit activities by allocating resources from local budgets and other legal capital sources to supplement capital for lending to poor households and other policy beneficiaries in the area; supporting facilities, locations, equipment, and working means to improve the operational capacity of the Social Policy Bank.
The Provincial Party Committee and the Provincial People's Committee continue to pay attention to and direct departments and branches to coordinate to create favorable conditions for banking activities in the area, contributing to better utilizing credit resources to fulfill the socio-economic development tasks of the province. The Provincial Fatherland Front Committee and socio-political organizations continue to pay attention to and coordinate with departments, branches, and the Bank for Social Policies to propagate and disseminate the Party and State's policies and guidelines on social credit; strengthen the community supervision function over the implementation of the State's policies and guidelines on social credit.

Concluding the conference, Comrade Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee, accepted the direction of Comrade Nguyen Hong Son, Deputy Head of the Central Economic Commission, and affirmed: Directive 40 of the Secretariat is a guideline to orient and create motivation to promote social policy credit, which is of great significance in poverty reduction, job creation, and income improvement for people. Social policy credit has profound humanity and is consistent with reality, has the fundamental nature of economic growth coupled with social progress and equity, taking people as the center, leaving no one behind.
The Standing Deputy Secretary of the Provincial Party Committee requested to further promote the role and effectiveness of social policy credit, Party committees at all levels, authorities, departments, branches, sectors, the Fatherland Front and socio-political organizations; continue to thoroughly grasp and effectively implement the directives stated in Directive No. 40 and Conclusion No. 06 of the Secretariat. At the same time, mobilize resources for social policy credit and improve the operational efficiency of the Bank for Social Policies. Every year, pay attention to allocating sufficient local budget capital entrusted through the Bank for Social Policies.
Departments, branches and sectors shall research and propose the integration of preferential credit mechanisms and policies when developing programs, projects and plans to support socio-economic development; review the support mechanisms and policies currently being implemented, advise and propose additional specific preferential credit policies, suitable to the subjects and requirements, necessity and ability to allocate resources.
At the same time, effectively integrate and link industrial and agricultural promotion activities, vocational training with social policy credit activities to improve the efficiency of loan use. Continue to promote the role of the Vietnam Fatherland Front and socio-political organizations in disseminating and popularizing policies and guidelines on social policy credit to union members, members and all classes of people; effectively perform the function of social supervision and criticism of social policy credit activities; strengthen the supervision of the entire population on social policy credit activities.
The Provincial Bank for Social Policies Branch continues to closely follow the orientation and direction of the State Bank and the Vietnam Bank for Social Policies to advise the Provincial Party Committee and the Provincial People's Committee to effectively implement policy credit activities. At the same time, maintain and promote the effectiveness of the organizational model and management methods; effectively mobilize, manage and use capital sources according to regulations.
Along with that, strengthen coordination in inspection and supervision of policy credit activities, ensure loans are given to the right beneficiaries, safely and effectively, avoid policy exploitation; promptly grasp and remove difficulties, obstacles, proposals and recommendations from establishments and people.
In addition, focus on training, coaching, caring for the lives of staff and workers. Promote the spirit of solidarity, strive to overcome difficulties to effectively and comprehensively implement all aspects of activities, and successfully complete assigned tasks.
