The conference was attended by representatives of the leaders of the 4 Cryptography systems; representatives of the leaders of a number of agencies and units under the Government Cryptography Committee and functional agencies of the 4 systems. Especially, there was the presence of the leader of the Government Cryptography Committee, Major General Ho Van Huong, Deputy Head of the Government Cryptography Committee.
Reporting at the Conference, in his capacity as Head of the Emulation Block, Mr. Vu Tien Dung, Director of the Department of Cipher - Information Technology, Ministry of Foreign Affairs , said that promoting the spirit of "Emulation is patriotism, patriotism requires emulation" and implementing the emulation theme "Solidarity, coordination, creativity, determination to win" launched by the Government Cipher Committee, together with the strength of great solidarity, determination of Party committees at all levels and cipher officers and employees, the Emulation Block of 4 Cipher systems has achieved many results in all aspects of work.

Director Vu Tien Dung affirmed that he will continue to actively implement the Diplomatic Cipher Modernization Project, focusing on building the organization and force, upgrading the cryptographic system, ensuring adequate equipment and professional documents. Coordinate with agencies and units of the Government Cipher Committee to deploy inspection teams for overseas cipher work according to the 2025 plan.
Notably, the leaders and commanders of the Emulation Bloc of the 4 Cipher systems have united in leadership, direction, management and operation; built and implemented a scientific and democratic working style, closely following the reality, closely following the content of the instructions for emulation movements launched by the Government Cipher Committee, the emulation goals launched by the Bloc. Closely combining the Emulation movement of the Vietnam Cipher sector in 2025 with emulation movements and campaigns organized by Ministries, branches and localities.

Summarizing the emulation movement, 100% of agencies and units in the Emulation Bloc successfully completed their assigned political tasks, including many tasks that were excellently completed and exceeded the assigned targets; 100% of grassroots party organizations met the standard of "Completing tasks well" or higher, 95% of party members completed their tasks well or higher. There were no party organizations or party members who violated discipline and had to be disciplined; mass organizations met the standard of being strong and excellent.
At the Conference, delegates enthusiastically discussed and clarified the achieved results, pointed out the limitations, and proposed a number of solutions to promote emulation, reward work and the Patriotic Emulation movement of agencies and units in the Emulation Bloc more effectively.

In his directive speech, Major General Ho Van Huong, Deputy Head of the Government Cipher Committee, requested units in the Emulation Bloc to perform well the following four key tasks:
Firstly, actively and proactively advise and propose to the managing ministry and relevant agencies to improve the effectiveness of state management of cryptographic work; review, amend and promulgate legal documents on the cryptographic field; propose plans and develop solutions to implement tasks of security, authentication and information security for ministries, branches and localities; strengthen the management and use of documents, technical equipment and operations to ensure absolute safety. Speed up the implementation of plans to ensure information security and protect state secrets for specialized networks in agencies throughout the political system and serve the 14th National Congress of the Party.
Second, focus on effectively organizing and implementing projects and plans to modernize the Cryptography industry according to the program to implement the Resolution of the Politburo on the development strategy of the Vietnam Cryptography industry to 2030, with a vision to 2045. At the same time, promote research, master science and technology, participate in testing and evaluating new cryptographic products of the industry, especially cryptographic products deployed for cryptographic information systems of ministries and branches.
Third, strengthen inspection, examination, supervision, and compliance with legal regulations on cryptographic work, promptly correct and overcome shortcomings and limitations. At the same time, focus on improving the quality of training, fostering, and improving professional qualifications for staff and employees; ideological education, creating high consensus and unity within the Party Committee and units in the Cryptographic system.
Fourth, closely combine the emulation movement "Vietnam Cryptography Industry" in 2026 with emulation movements and campaigns of ministries, branches and organizations. Implement the emulation covenant contents of the Emulation Bloc of 4 Cryptography systems. Strengthen working relationships, coordination, cultural, artistic, physical education and sports exchanges to create a vibrant, united and cohesive emulation atmosphere among units in the Emulation Bloc.

At the end of the Conference, on behalf of the Head of the Government Cipher Committee, Major General Ho Van Huong, Deputy Head of the Government Cipher Committee, awarded the Medal "For the cause of Vietnam Cipher" to 3 individuals: Ambassador Lai Ngoc Doan, former Director of the Cipher Department, Ministry of Foreign Affairs; Ambassador Nguyen Thiep, former Director of the Cipher Department, Ministry of Foreign Affairs and Ambassador Le Thanh Tung, former Director of the Cipher Department - Information Technology, Ministry of Foreign Affairs.
