
During the five-year period from 2021 to 2025, and specifically in 2025, the Ministry of Justice has closely followed the resolutions, conclusions, and directives of the Politburo and the Secretariat; and the resolutions and directives of the National Assembly, the Government, and the Prime Minister in the areas of state management under the Ministry of Justice.
The entire judicial sector has focused its resources on comprehensively and effectively implementing assigned tasks. Several areas of work have achieved outstanding results, including: proactively and actively advising the Government and the National Assembly on key policy directions in legal and judicial reform; the work of drafting legislation has become increasingly innovative and groundbreaking; legal education and dissemination continues to be emphasized with many new and effective models and approaches; and the enforcement of civil judgments and monitoring of administrative judgment enforcement have continued to show significant progress.
Administrative and auxiliary judicial work has achieved many outstanding results, undergone many innovations, and continues to be socialized in accordance with the spirit of the Judicial Reform Strategy.
Besides the achievements, the judicial work still faces some difficulties such as: the quality of some draft and project legal documents is still limited; the organization and implementation of laws in some ministries, sectors, localities, and units are still not timely and effective; and the problem of outstanding issuance of detailed regulations for laws and resolutions that have already come into effect has not been completely resolved.
Speaking at the conference, Prime Minister Pham Minh Chinh emphasized: 2026 is a crucial year with many major political events for the country. Therefore, he requested the Ministry of Justice to continue building on the achievements already made, with greater determination and effort to effectively implement its tasks. In particular, he stressed the need to continue focusing on three key areas: building legal institutions, viewing them as a resource, driving force, and goal of development; building legal institutions with citizens and businesses at the center, as the main subjects, and ensuring their participation in the development process; and building legal institutions into a national competitive advantage, transforming bottlenecks and challenges into advantages through institutional change and reform.
Prime Minister Pham Minh Chinh outlined the strategic directions for the Justice sector in the coming period; in which, it must play a core role in advising on strategic planning for building and perfecting institutions; change the mindset and awareness in management and administration, abandoning the "if you don't know, if you can't manage, then ban" mentality; promote comprehensive digital transformation, widely apply information technology, artificial intelligence and big data in the field of justice and lawmaking; prioritize the development of high-quality human resources with strong ethics, political acumen, deep expertise and understanding of international law.
