According to Mr. Nguyen Van Tien, Deputy Director of the Department of Dyke Management and Natural Disaster Prevention and Control, in the period of 2022-2025, the Department has coordinated with UNICEF to develop and pilot the model "Safe, clean, green community" - an initiative towards a proactive, resilient, and sustainable society against natural disasters and climate change, based on the spirit of solidarity, understanding and self-protection skills of the community, especially the young generation.
"From Can Tho, Ca Mau and today in Cao Bang, we are sowing green seeds of faith and action. Every tree planted, every light bulb lit, every mural with messages urging action drawn all contribute to creating a community that knows how to love, protect, and be proactive in the face of natural disasters, and thereby beautifying the school, where we sow letters, nurture knowledge, light up dreams, and realize aspirations, as the Prime Minister said at the groundbreaking ceremony for school construction in border communes. I believe that when each of us understands and acts for our own safety, that is when we are strongest in the face of nature's challenges," he shared.

Speaking at the event, Mr. Ly Phat Viet Linh, Manager of the Disaster Risk Reduction and Climate Change Program, UNICEF Vietnam, assessed this as a comprehensive model, aiming at the goal of children developing in the best, safe and healthy environment.
"Climate change is no longer a distant challenge but is directly affecting the lives of children and communities. For example, in Cao Bang, which has just experienced historic floods and landslides in many places, UNICEF has coordinated with partners to help children and people stabilize their lives soon.
At the same time, we bring disaster prevention and climate adaptation education into schools, equipping children with the knowledge and skills to become ambassadors for action. We are here today to affirm a common commitment: No child will be left behind in the fight against climate change," he emphasized.
