The People's Committee of Ho Chi Minh City has just issued Official Document No. 4734/UBND-STC to implement guidelines for conducting a comprehensive inventory of public assets at agencies, organizations, and units, as well as infrastructure assets invested and managed by the State, as of January 1, 2026.
According to the guidelines, the head of the entity conducting the inventory is responsible for the accuracy of the original cost and remaining value of assets in the accounting books at the time of inventory. The entity conducting the inventory is responsible for reporting the inventory results to the superior management agency or the agency responsible for compiling the inventory results. Departments, agencies, organizations, and units under the city are responsible for compiling and reporting the inventory results of agencies, organizations, and units under their management, and compiling and reporting the infrastructure assets under their management to the Department of Finance for consolidation.
The People's Committee at the commune level is responsible for compiling and reporting the inventory results of public assets at agencies, organizations, and units under the commune's management, the commune-level Party Committee, and the commune-level Vietnam Fatherland Front Committee to the Department of Finance; and simultaneously sending the results of the inventory of infrastructure assets to the relevant specialized management departments for compilation and reporting.
