Specifically, Vice President of the Vietnam General Confederation of Labor , Mr. Phan Van Anh, has just signed Decision No. 410 dated November 12, 2025, promulgating a plan for a general inventory of union assets at all union levels and public service units under the management of the General Confederation.
The inventory will be carried out from January 1, 2026. The Decision was issued on the basis of the Trade Union Law, the Law on Management and Use of Public Assets, and decisions and directives of the Prime Minister and the Ministry of Finance related to the general inventory of public assets.
According to the plan, the scope of the inventory includes: Trade Union Working Committee, Labor Relations Committee, public service units under the General Confederation such as Trade Union University, Ton Duc Thang University, General Confederation Guest House, Institute of Labor Safety and Hygiene Science, Labor Newspaper, Labor Publishing House, Trade Union Project Management Board and vocational education system under the General Confederation.

The subjects of the inventory also include provincial and municipal labor federations, central industry unions, unions of corporations and lower-level unions according to management hierarchy.
The Vietnam General Confederation of Labor also clearly stipulates the implementation progress. In particular, the establishment of the inventory team must be completed before November 30, 2025, and the preparation of documents and data must be completed before December 31, 2025.
The inventory period is from January 1 to March 31, 2026 and the results will be summarized and sent to the General Confederation before April 10, 2026 to report to the Ministry of Finance before May 31, 2026.
The Vietnam General Confederation of Labor assigns the Trade Union Working Committee, the Labor Relations Committee, provincial labor federations, trade unions at all levels, and heads of relevant units to be responsible for organizing implementation in accordance with the issued plan.
