Previously, the city's Department of Education and Training conducted a general review of the names and addresses of licensed private schools in the area. However, in the list of names and addresses of licensed private schools that the city has just announced, there are addresses of licensed private schools that have surprised the public.

Specifically, the address of the Spring Primary, Secondary and High School is listed as “Tan Cang Rach Land, No. 92 Nguyen Huu Canh Street, Thanh My Tay Ward, Ho Chi Minh City”. This makes the public understand that the school establishment license was granted when the investor only had vacant land or the school construction was not recognized because this was not educational land.

In particular, at 92 Nguyen Huu Canh Street, Thanh My Tay Ward, the city has also granted a license to Saigon Pearl International Primary, Secondary and High School. In the old Binh Duong area, Dong Nam Primary, Secondary and High School has its operating address at plot number 5723, map sheet number 164 Phan Dang Luu Street, Chanh Hiep Ward; Viet Anh 2 Primary, Secondary and High School is licensed to operate at plot number 563, street number 13, Di An Ward.

Although the city's Department of Education and Training has reviewed and compiled a list of private educational establishments in the area and requested the City People's Committee to issue and publicize a list of names and licensed addresses of private schools, up to now, both the governing sector and local authorities have "missed" the situation of "illegal" teaching in places where a series of private schools have not been licensed to operate.

For example, Ngoc Vien Dong Secondary and High School was licensed by the Ho Chi Minh City People's Committee in October 2016. Up to now, according to the above list of the City People's Committee, this school is still located at the house and land lot No. 53/1 and 53/2-3, Quarter 60, Dong Hung Thuan Ward. Since 2023, the school has returned the premises and moved its operating location elsewhere, and is currently waiting to change the land use purpose to educational land to be able to move its address to a new location. However, immediately after Ngoc Vien Dong School moved, the house and land at the above address was rented by Tue Duc Primary, Secondary and High School, which has been operating openly until now without being suspended by the authorities. Meanwhile, according to the list of the City People's Committee, Tue Duc Primary, Secondary and High School has its headquarters at No. 8 Tan Thoi Nhat 17, Dong Hung Thuan Ward and has a campus at No. 75/16 Nguyen Sy Sach, Tan Son Ward.

Khai Minh Secondary and High School was licensed in 2009 at 410 Tan Ky Tan Quy, Tan Son Nhi Ward. Up to now, in the list of the City People's Committee, Khai Minh Secondary and High School is still at this address, but there is an information board of another school. For a long time, Khai Minh Secondary and High School has organized teaching in alley 171 Dong Hung Thuan 2 Street, Dong Hung Thuan Ward but has not been handled by any agency.

In the list announced by the City People's Committee, Minh Duc High School is located at 277 Tan Ky Tan Quy, Phu Tho Hoa Ward. Talking to us, Mr. Vo Thanh Dong, representative of this school, admitted that he had rented a facility at 410 Tan Ky Tan Quy and affirmed that it is not currently operating because it is still waiting for a license. However, public opinion believes that for many years, Minh Duc High School has rented additional real estate adjacent to the licensed address above to expand, which is not in accordance with regulations. If the school wants to expand its operations at another address, the school owner must complete a dossier to open a new facility and be granted an operating license by the city.

Up to now, Nam Viet Secondary and High School has been identified by the City People's Committee as having its main headquarters at No. 25, 21/1-3 and 23/7-9 Duong Duc Hien, Tay Thanh Ward; Campus 1 at No. 17/15B, 11C Phan Van Hon, Dong Hung Thuan Ward and Campus 2 at No. 599 Le Van Tho, An Hoi Tay Ward. However, of the above 3 addresses, the main campus at No. 25, 21/1-3 and 23/7-9 Duong Duc Hien, Tay Thanh Ward has now returned the premises. Similarly, Khai Hoan - Nam Sai Gon Primary, Secondary and High School has only been recognized as one campus at No. 803 Nguyen Huu Tho, Hamlet 91, Nha Be Commune. The campus at No. 2-4 Ben Can Giuoc, which has not been on the list of licensed schools for a long time, has been changed to Victoria School Riverside Bilingual International School, causing confusion for parents.

While schools that have not yet met the physical requirements, such as Bac Ai Secondary and High School, Ngoc Vien Dong, etc., are ready to stop enrolling students to wait for new construction or change of operating address, on the contrary, many schools have openly organized "illegal" teaching at unlicensed addresses for a long time (?). This situation is prominent in Dong Hung Thuan ward, and who guarantees the rights of students at these unlicensed facilities?
