President Dina Boluarte highly appreciates Vietnam - Peru bilateral cooperation

From April 17 to 21, 2023, Ambassador Pham Thi Kim Hoa paid a working visit to Peru and said goodbye before ending her term of office.

During the visit, Ambassador Kim Hoa paid a courtesy call to the President of the Republic of Peru, worked with the Minister of Foreign Affairs, Minister of Foreign Trade and Tourism, Former Minister of Education and Deputy Minister of Transport and Telecommunications. President Dina Boluarte received Ambassador Pham Thi Kim Hoa in a warm and sincere atmosphere. The two sides proposed measures to strengthen cooperation in the coming time, including exchanging high-level delegations, maintaining bilateral cooperation mechanisms, enhancing trade exchanges and continuing to closely coordinate at multilateral forums such as the Asia- Pacific Economic Cooperation Forum (APEC) and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). President Dina Boluarte highly appreciated the bilateral cooperation between Vietnam and Peru and praised the efforts and achievements of Vietnam's Bitel Telecommunications Company in deploying services in rural areas and remote border areas of Peru. President Dina Boluarte expressed her wish that the two countries study a cooperation agreement in the field of telecommunications to support remote areas of Peru, especially poor children with difficult learning conditions. The President of Peru thanked Vietnam for voting in support of Peru as the host country of APEC in 2024. On this occasion, Ambassador Pham Thi Kim Hoa also conveyed President Vo Van Thuong's invitation to visit Vietnam soon to President Dina Boluarte. In an exchange with Peruvian ministries and branches, Ambassador Pham Thi Kim Hoa affirmed that the relationship between the two countries has made remarkable progress in economic - trade - investment cooperation, especially with much more potential when the two countries officially become full members of the CPTPP. Two-way trade turnover between Vietnam and Peru continues to maintain an upward trend, reaching 600 million USD. In the first 3 months of 2023 alone, it reached 146.8 million USD, an increase of 2.5% compared to 2022. Currently, Vietnam's main exports to Peru include: footwear, clinker and cement, computers, electronics and components, plastics, textile fibers, rubber, seafood and furniture products... Vietnam imports fishmeal, fish oil, acrylic fiber, and raw materials for processing from Peru.

In the investment sector alone, Vietnam currently has two large energy and communications corporations operating in Peru, namely Petro Vietnam and Viettel . Viettel officially provided telecommunications services in Peru in 2014 under the Bitel brand, the network operator with the largest fiber optic infrastructure in Peru (30,000km). Bitel currently has more than 7.1 million subscribers and is considered the network operator with the best customer care service in Peru. In recent times, Bitel has had many cooperative activities with Peruvian government agencies and has been highly appreciated such as: In the field of education, Bitel provides free Internet to 4,743 schools with more than 1 million students, giving 450 tablets and 450 smartphones so that students have better learning conditions. In 2022, Bitel was honored to receive a certificate of merit from the Peruvian National Assembly Education Commission for its efforts in the industry's career over the past 8 years. In the healthcare sector, Bitel provides free internet services to 112 medical facilities and 166 local government agencies. In addition, it supports medical equipment for 3 provincial hospitals in Peru. At the meetings, Ambassador Pham Thi Kim Hoa expressed her desire to continue to deepen the friendship and cooperation between Vietnam and Peru on the basis of both countries participating in international cooperation mechanisms and institutions such as APEC and CPTPP. At the same time, the Ambassador asked the Peruvian Government to continue to create favorable conditions and support the effective implementation of telecommunications and oil and gas investment projects of the Military Industry and Telecommunications Group (Viettel) and the National Oil and Gas Group (PVN). The two sides discussed many measures to further promote the bilateral relationship between Vietnam and Peru in the coming time, such as increasing the exchange of delegations at all levels, regularly and effectively maintaining the bilateral cooperation mechanism including the Intergovernmental Committee and Political Consultation between the two Foreign Ministries, and at the same time aiming to open up new areas of cooperation such as tourism, education, and technology. On the Peruvian side, representatives of the leaders of ministries and sectors also expressed their interest in strengthening relations with Vietnam, considering Vietnam an important partner in the Southeast Asian region, especially in the field of trade and investment. Peru is one of the countries with high and stable economic growth compared to other countries in the South American region in particular and the Latin American and Caribbean bloc in general. In addition, Peru's legal framework is quite open, very beneficial for foreign investors and businesses. Peru is currently striving to become a globalized economy with priority given to accessing major markets in the world through trade agreements, prioritizing investment calls, and trade cooperation in potential areas such as agriculture, textile industry, chemicals, mining, etc. Leaders of Peruvian ministries and sectors believe that they will receive active cooperation from Vietnamese ministries and sectors to update market information; thereby creating favorable conditions for the business community to effectively exploit all economic potentials of the two countries, serving the development of Vietnam as well as Peru, contributing to peace, stability, cooperation and development.
