Speaking at the opening session, UN Secretary-General Antonio Guterres assessed that the world is on the brink of a rift in trade relations and the international economic and financial system, with an East-West divide between developed and developing countries.

Meanwhile, the international community is facing a series of challenges, especially climate change - rising sea levels while geopolitical tensions are increasing; hot spots such as Sudan, the Democratic Republic of Congo, Haiti, Afghanistan, Syria and Myanmar have not been resolved.

The Secretary-General said that countries need to strengthen dialogue, promote multilateralism and reform the international governance system, especially international economic and financial institutions and the United Nations, to better meet the requirements of sustainable development. Notably, the Secretary-General emphasized the priority of climate change and the responsible use of artificial intelligence (AI) and new forms of technology.

In his opening remarks, US President Joe Biden highlighted the Vietnam-US relationship, emphasizing that no one could have imagined that one day the US President would stand next to the Vietnamese leader in Hanoi and declare his commitment to promoting cooperation at the highest level. This is a testament to the fact that countries can overcome the past, from being rivals to becoming partners to jointly address challenges and heal wounds.

From this experience, President Biden affirmed that the United States is ready to cooperate with countries to resolve disputes and the United States is committed to promoting multilateralism to address global challenges.

The Vietnamese high-ranking delegation, led by Prime Minister Pham Minh Chinh, will participate in high-level meetings with many important activities to convey the consistent policy of the Party, State and Government of Vietnam to international friends about a peaceful, cooperative and integrated Vietnam, bringing Vietnam's relations with the United Nations and other countries to a new height.
