The decree, published in the Russian state newspaper Rossiyskaya Gazeta, calls for the conscription of citizens "aged 18 to 30, not in the reserve forces and subject to military service under Federal Law... in the number of 133,000 people".

The head of Russia's military service, Vice Admiral Vladimir Tsimlyansky, said the terms for conscripts would remain the same: 12 months of service in military units in Russia.
The decree also orders the discharge of soldiers who have completed their mandatory military service.
"I would like to note that conscripts will not be called up to participate in special military operations in new regions," Tsimlyansky was quoted as saying by Rossiyskaya Gazeta.
In September, citing growing threats on Russia's western borders, Mr. Putin ordered an increase in the Russian military by 180,000 troops to 1.5 million active-duty personnel.
