On the evening of January 24th, President of the Russian Federation Vladimir Putin held a telephone conversation with General Secretary To Lam to congratulate him on the success of the 14th Party Congress.

According to the Vietnamese Ministry of Foreign Affairs, Russian President Vladimir Putin warmly congratulated the Party on successfully holding its 14th National Congress, and congratulated the Central Committee, the Politburo , and General Secretary To Lam on being elected to leadership positions in the new term by the Party Congress.

President Putin affirmed that this is an important political event, defining the direction, setting major goals, and adopting important decisions, tasks, and measures to enable Vietnam to develop rapidly and sustainably in the new era and become a high-income developed country by 2045.

The Russian President emphasized that the re-election of Comrade To Lam as General Secretary of the 14th Central Committee of the Communist Party of Vietnam affirms the political prestige and important contributions of General Secretary To Lam in formulating and implementing strategic decisions for sustainable socio -economic development, protecting interests, and enhancing Vietnam's position in the international arena.

On behalf of the Communist Party and the people of Vietnam, General Secretary To Lam expressed gratitude to President Vladimir Putin for his attention to this important political event of the Communist Party of Vietnam, as well as for the warm, sincere congratulations and personal sentiments of the President to the Communist Party of Vietnam, the Vietnamese people, and the General Secretary personally.

General Secretary To Lam emphasized that, throughout the Party Congresses, Vietnam has always had traditional friends who have shown concern and support, including the former Soviet Union and the Russian Federation today.

The General Secretary shared that the 14th National Congress had been a great success, fulfilling its immense historical mission, summarizing the implementation of the Resolution of the 13th National Congress, evaluating 40 years of the reform process and the results of implementing the Platform and the socio-economic development strategy; not only setting goals, orientations, and tasks for the next five years but also deciding on strategic issues for the future and destiny of the Vietnamese nation in the new era of development.

The Congress affirmed its continued commitment to the goal of national independence and socialism under the leadership of the Communist Party of Vietnam; established a new growth model based on the knowledge economy, digital economy, green economy, and circular economy; fully promoted the functions and roles of economic sectors; and strengthened the building and rectification of the Party and the political system to be clean, strong, and comprehensive.

The Congress identified "foreign affairs and international integration," linked with national defense and security, as a crucial and ongoing task, while consistently adhering to an independent, self-reliant, multilateral, diversified, self-strengthening, peaceful, friendly, cooperative, and developmental foreign policy.

General Secretary To Lam affirmed that Vietnam has always considered Russia a reliable and top-priority partner in Europe, and wishes to develop friendly relations and cooperation with the Russian Federation in the spirit of the Vietnam-Russia Comprehensive Strategic Partnership.

President Putin cordially invites General Secretary To Lam to visit Russia.

President Vladimir Putin emphasized that Russia attaches particular importance to the comprehensive strategic partnership with Vietnam, built on the foundation of 75 years of traditional friendship, which has been continuously nurtured by the leaders and people of both countries.

He affirmed that the Russian Federation will continue to cooperate closely to comprehensively strengthen bilateral ties, for the benefit of the Russian and Vietnamese people, and for the goal of ensuring stability and security in the Asia-Pacific region. On this occasion, President Putin thanked General Secretary To Lam and the high-level Vietnamese delegation for attending the 80th anniversary of Victory Day in the Great Patriotic War.

General Secretary To Lam and President Vladimir Putin agreed to be ready to engage in constructive and open exchanges in the spirit of mutual understanding, respect, and harmonization of interests to elevate cooperation in traditional areas and expand into new potential areas.

On this occasion, President Putin cordially invited General Secretary To Lam to visit Russia at any time suitable. The General Secretary happily accepted the invitation and invited President Vladimir Putin to visit Vietnam soon.
