Attending the Congress were: Mr. Nguyen Thuc Hien - Vice Chairman of Can Tho City People's Committee, Head of Steering Committee, Head of Organizing Committee of the 4th Congress of Ethnic Minorities of Can Tho City, 2024; Mr. Le Trung Kien - Head of Ethnic Committee, Deputy Head of Steering Committee, Deputy Head of Standing Committee of the Congress Organizing Committee; representatives of leaders of departments, branches; representatives of leaders of districts; religious dignitaries; and 100 official delegates, representing more than 9,000 ethnic minorities in Co Do district.
Co Do is a suburban district of Can Tho City with 30,429 households with 115,625 people, including 2,288 ethnic minority households with 9,037 people. The Khmer people are the largest with 2,228 households with 8,814 people, the rest are other ethnic groups such as: Hoa, Cham, Nung, Tay, Thai, Muong. The ethnic groups live together and are distributed in 10/10 administrative units of the district, but are mainly concentrated in communes in ethnic minority areas such as: Thoi Xuan, Thoi Dong, Dong Hiep, Dong Thang and Co Do town.
After 5 years of implementing the Resolution of the 3rd Congress, the socio -economic situation, national defense and security of ethnic minorities in the district have many positive changes; the poverty rate has decreased significantly; infrastructure has been invested in basically, meeting the needs of ethnic minorities, the material and spiritual life of ethnic minorities has been clearly improved. Ethnic work and implementation of ethnic policies have been directed and managed promptly by the District Party Committee, People's Council, and People's Committee; programs, projects, and ethnic policies have been invested in and supported in the district fully, promptly, and to the right subjects, ensuring the right goals and plans, especially for poor ethnic minorities with difficult lives.
In general, thanks to the good implementation of ethnic policies, ethnic minorities in the district have a stable life, are assured of production, self-reliant, gradually escape poverty sustainably, basically meeting the needs, aspirations and creating trust of ethnic minorities in our Party and State. The poverty rate has been reduced by 125% compared to the plan (from 135 households to 10 households); the rate of 5-year-old children going to school has exceeded 1% (the plan is 99%, reaching 100%); Primary and Secondary schools have met the plan (100%); vocational training has met the plan; political security and social safety have been maintained, no hot spots have occurred, meeting the requirements...
At the Congress, delegates listened to prestigious people share their experiences in mobilizing people to effectively implement the Party's guidelines and the State's policies and laws; delegates were commune officials who were dedicated to implementing ethnic policies and building many effective economic development models in ethnic minority areas.
Speaking at the Congress, Mr. Nguyen Thuc Hien - Vice Chairman of Can Tho City People's Committee, Head of the Steering Committee for the 4th Congress of Ethnic Minorities in Can Tho City in 2024, said that the Congress is an opportunity for us to summarize and evaluate the patriotic emulation movement among ethnic minorities in the district in the period of 2019 - 2024, as well as the situation and results achieved, thereby drawing lessons in implementing ethnic work, continuing to affirm the consistent policy of our Party and State on ethnic work and great national unity.
With the participation of the entire political system and the efforts of ethnic minorities, over the past 5 years, there have been many positive changes in socio-economic development, the material and spiritual life of ethnic minorities has been constantly improved and raised, specifically: Average income per capita at the end of 2023, estimated at 50 million VND compared to 2019, an increase of 26 million VND; poor and near-poor households of ethnic minorities have decreased sharply, currently there are only 10 poor households, 93 near-poor households compared to 2019, poor households decreased by 108 households, near-poor households decreased by 257 households.
“I believe that, with the determination of the political system, the solidarity and support of ethnic minorities, together with synchronous solutions, ethnic work and implementation of ethnic policies will achieve high efficiency in the coming time, contributing to the sustainable development of Co Do district and improving the lives of ethnic minorities. By 2030, the living standards and average income of ethnic minorities will be equal to those of people in rural and suburban areas of Can Tho city; basically there will be no more poor households, no more households with housing difficulties among ethnic minorities...”, Mr. Nguyen Thuc Hien emphasized.
With the theme "Ethnic groups unite, innovate, promote advantages, potentials, integrate and develop", the Congress adopted the Resolution of the 4th Congress of Ethnic Minorities in 2024 of Co Do district with many specific criteria aiming at a negligible rate of ethnic minority poor households and continuing to promote and effectively implement ethnic policies, narrowing the gap between rich and poor among ethnic groups; focusing resources on promoting production development, sustainable poverty reduction; increasing investment in building socio-economic infrastructure, building new-style rural areas, civilized urban areas; improving the quality of human resources, training and fostering, rationally arranging and using the team of cadres, civil servants and public employees who are ethnic minorities...
Comprehensively develop economic, cultural and social fields; enhance the quality of the political system at the grassroots level; maintain the great solidarity of ethnic groups, ensure national defense and security; continue to improve functions and tasks, consolidate the organization and staff, improve the effectiveness and efficiency of state management agencies performing ethnic work from districts to communes and towns. Gradually complete the common goals set out in the implementation plan of the "Ethnic work strategy to 2030, the National target program on socio-economic development in ethnic minority areas for the period 2021 - 2030", promote the development of ethnic minority human resources for the period 2016 - 2020, with a vision to 2030 according to Resolution No. 52/NQ-CP of the Government.
Based on the guidance of the Steering Committee of the 4th Can Tho City Congress in 2024, Co Do district has considered and nominated 42 official delegates and 2 alternate delegates to attend the City Congress.
At the Congress, the Organizing Committee awarded Certificates of Merit from the Chairman of the People's Committee of Co Do district to 10 collectives and 21 individuals with outstanding achievements in implementing ethnic policies and ethnic work in the district.
At the end of the Congress, the Steering Committee and the Organizing Committee of the 4th Congress of Ethnic Minorities in Can Tho City in 2024 held a meeting to review the experience of the model Congress to promptly supplement and adjust the plan to better organize other district-level units.
Can Tho City has 4 district-level administrative units that are qualified to organize the district-level Ethnic Minority Congress. And the city-level Congress is expected to be held in August 2024.
