On December 9, the 6th session of the 10th term of the Ho Chi Minh City People's Council officially opened. This is an important session, a milestone when the city enters the final year of the 5-year socio -economic development plan 2021-2025 and prepares for a new development stage. This is also the time when Ho Chi Minh City continues to implement the resolutions of the Central Committee, the National Assembly, the Government and the City Party Committee on the goal of rapid and sustainable development, for the whole country and with the whole country.

Speaking at the opening session, Chairman of the Ho Chi Minh City People's Council Vo Van Minh emphasized that the context in 2025 will still have many fluctuations, the global economy will recover slowly, inflation and financial markets will be unpredictable, conflicts and natural disasters will increase. In addition, the city's internal bottlenecks such as infrastructure, institutions, human resources and growth quality will remain major challenges.
However, with the close leadership of the Central and City Party Committees, the accompaniment of the People's Council, People's Committee, Fatherland Front, organizations and the efforts of businesses and people, Ho Chi Minh City has achieved many outstanding results. GRDP in 2025 is estimated to increase by 8.03%, higher than the national average; total GRDP reaches 2.74 million billion VND, accounting for 23.5% of the country's GDP; GRDP per capita reaches 8,066 USD.
The city attracted 8.16 billion USD in FDI capital, an increase of more than 21% compared to 2024. Trade and service activities continued to flourish, with total retail sales and service revenue increasing by 13.5%; the industrial production index increased by 9%.
Budget revenue in 2025 is estimated at 746,438 billion VND, accounting for more than 31% of the country, exceeding the Central and People's Council's estimates. The city has nearly 60,000 new enterprises, with a total registered and additional capital of more than 2 million billion VND. The fields of culture - society , social security, and foreign affairs continue to progress; national defense - security are maintained.
However, Chairman of the Ho Chi Minh City People's Council Vo Van Minh also frankly admitted that the city still has many limitations such as some targets have not met expectations; progress of key projects and public investment is still slow; infrastructure is overloaded; planning and land management is still inadequate; administrative reform has not created a breakthrough; many people still face difficulties in housing and income; flooding, traffic jams and environmental issues continue to cause great pressure.
At this session, the Ho Chi Minh City People's Council will review and resolve key issues directly related to the development orientation for 2026 and the 2026-2030 period: socio-economic report; results of implementing the 2025 theme; 2026 budget estimate; public investment plan; submissions of the People's Committee.
The Ho Chi Minh City People's Council will also give opinions on a system of 54 resolutions, including 27 legal resolutions and 27 individual resolutions, focusing on public investment, financial and budgetary mechanisms, policies to support the poor, meritorious people, human resource development, and contents serving the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. This is an important policy framework to operate the two-level urban government model and effectively mobilize development resources.

The session also devoted a large amount of time to questioning the Director of the Ho Chi Minh City Department of Food Safety on the management and handling of food safety violations. Questioning the Director of the Ho Chi Minh City Department of Construction on the situation and results of implementing key public investment projects; solutions to combat traffic congestion; the implementation of the social housing development program and the coordination of granting home ownership certificates in apartment buildings in the city.
The People's Council requires the head of the agency to answer clearly, go straight to the responsibilities and solutions.
According to Chairman of the Ho Chi Minh City People's Council Vo Van Minh, the meeting took place at an important time, with a huge amount of work, the content was both broad and profound, had long-term strategic significance, and was linked to urgent and practical issues of people's lives.
Chairman of the Ho Chi Minh City People's Council Vo Van Minh asked delegates to uphold their sense of responsibility, carefully study documents, discuss in depth and highlight the feasibility of each policy. Departments and branches should prepare sufficient information; answer questions frankly, in line with responsibilities and implementation roadmap. He also asked the Vietnam Fatherland Front, organizations and the press to actively inform voters, creating social consensus in implementing the People's Council's resolutions.
