These targets were reported by the Ho Chi Minh City Department of Finance at a meeting to deploy the private economic development plan held on the afternoon of November 5.
Reporting at the meeting, Mr. Nguyen Thanh Toan, Deputy Director of the Department of Finance, said that Ho Chi Minh City aims to have 750,000 private enterprises operating by 2030, with the private sector contributing 55 - 58% of GRDP and 50 - 55% of the City's total budget revenue, with an average growth rate of 10 - 12% per year.
By 2045, the City strives to have 1 - 1.2 million private enterprises.
Regarding solutions, Mr. Toan said that the City has built 8 key task groups and strategic solutions.
In particular, it is necessary to innovate thinking and unify social awareness about the role of the private economy; strictly handle and publicize acts of harassment, negativity or false information that affect businesses.

The city will promote institutional reform, improve the business environment, and state agencies will shift their mindset from control to companionship, considering businesses as objects of service instead of management.
Specifically, by 2025, Ho Chi Minh City will cut at least 30% of administrative procedure processing time, at least 30% of legal compliance costs, and at least 30% of business conditions.
For remaining bottlenecks, the City focuses on promoting digital transformation and electronic transactions in the land sector, reducing at least 30% of the time to process land lease procedures and issue certificates.
Regarding credit, the City implements green credit programs, credit for small and medium enterprises, connecting banks and enterprises, and training human resources according to business orders.
In addition, the City builds solutions to carry out the tasks of promoting science and technology , innovation, digital transformation and green transformation; strengthening business connections, forming value chains; developing large enterprises and large-scale private corporations; supporting small and micro enterprises and business households.
Concluding the meeting, Vice Chairman of the City People's Committee Nguyen Loc Ha requested departments, branches and localities to urgently develop specific plans for implementation in their units and localities and periodically report results to the Department of Finance.
The Vice Chairman of the City People's Committee requested the City Development Research Institute to calculate the level of contribution of the private economy to the City's GRDP to continue developing solutions to maximize the potential and role of the private economic sector.
