The Ho Chi Minh City People's Council has officially approved the investment plan for the construction of the Cat Lai - Phu Huu inter-port road project with a total investment of 8,782 billion VND from the city's budget. The project is identified as a key dedicated transportation artery, aiming to increase connectivity between the largest port cluster in the South and the inter-regional infrastructure system, and reduce the pressure of container trucks entering the inner city.

Detailed planning and project implementation roadmap
The route has a total length of approximately 5.9km, starting from Nguyen Thi Dinh Street (near the Truong Van Bang intersection) and ending at the intersection of Ring Road 3 and the Ho Chi Minh City - Long Thanh - Dau Giay Expressway. The project passes through the areas of Cat Lai and Long Truong wards, which have an extremely high density of freight vehicles and container trucks.
According to the detailed plan, compensation and land clearance will be implemented from Q2/2026 to Q1/2027. The city expects to select contractors in Q3/2026 and officially start construction in Q4 of the same year. The goal is to complete the entire route and put it into operation in Q4/2028.

Modern traffic management and engineering solutions
To optimize traffic flow, the project employs several specialized technical solutions. At the beginning of the route, the intersection with Nguyen Thi Dinh Street will initially be a level crossing with traffic lights, followed by a study on investing in a separate overpass or underpass. Currently, Nguyen Thi Dinh Street is also being studied for expansion to a width of 60-73m to be consistent with this new road.
A key infrastructure highlight along the entire route is the Ba Cua Bridge, a newly constructed structure comprising two sections with a total of 10 lanes. Specifically, each section will have 3 lanes for the main route and 2 parallel lanes, providing superior traffic capacity for heavy trucks.

Notably, the section from Phu Huu Port to the expressway interchange will be designed as an elevated bridge with 4-6 lanes. This option minimizes traffic conflicts with local roads below, ensuring continuous goods transportation. In the Ong Nhieu canal area, the project also includes an underpass beneath the elevated bridge to serve the transportation needs of local residents.
Strategic role in Ho Chi Minh City's economy
The final interchange connecting directly to Ring Road 3 and the expressway is considered one of the city's largest and most modern interchanges, featuring a complex system of overpasses and underpasses. Upon completion, this road will not only solve the chronic traffic congestion problem in the Cat Lai area but also create a foundation for the development of urban areas and logistics services in the East.
As the leading economic hub, Ho Chi Minh City's consolidated GRDP (after accounting for regional connectivity factors) is estimated at over 2.7 trillion VND, accounting for approximately one-quarter of the national GDP. Strong investment in specialized transportation infrastructure such as the Cat Lai - Phu Huu inter-port road is a crucial step in maintaining growth and completing the national transportation network.
