Ho Chi Minh City expects to complete the expansion of Hanoi Highway and National Highway 1 by 2027.

The project to expand Hanoi Highway and National Highway 1, the backbone transportation artery connecting Ho Chi Minh City with the Southeast region, is entering the final stages of resolving obstacles after more than 15 years of implementation. The project, with a total length of 15.7km and a scale of 12-16 lanes, is expected to completely resolve traffic congestion at the eastern gateway when fully completed in 2027.

Construction on the Hanoi Highway expansion project, which began in April 2010 under the BOT (Build-Operate-Transfer) model, has been completed and two key sections, from Saigon Bridge to Binh Thai and from Binh Thai to the Tram 2 interchange, have been put into stable operation. However, the entire route has not yet been able to maximize its effectiveness due to a major "bottleneck" in the section from the Tram 2 interchange to the Tan Van interchange.

In particular, the approximately 2.2km stretch in front of the new Eastern Bus Station still suffers from narrow roads, inadequate to handle the ever-increasing volume of traffic from Hanoi Highway and National Highway 1. This situation creates a serious traffic bottleneck, directly impacting the inter-regional connectivity of Vietnam's richest city.

Obstacles in land clearance and compensation.

According to the report, land clearance for this section of the route involves 201 households with a total land area of ​​approximately 17 hectares. To date, only 55 households have received compensation (approximately 5.5 hectares), while the remaining 146 households, covering 11.5 hectares, have yet to have their cases resolved. This is the main reason why the project has been suspended for an extended period, even though the construction volume for the section from Tram 2 intersection to Tan Van interchange has reached over 91%.

The core reason for the delay has been identified as the difference in compensation rates for agricultural land between Ho Chi Minh City and Binh Duong province. In addition, this section of the route falls within the scope of the compensation project along Hanoi Highway to create land for Metro Line 1 (Ben Thanh - Suoi Tien), making the process of establishing compensation rates more complicated.

Restart roadmap and economic expectations

To expedite the project, the Ho Chi Minh City Investment and Construction Project Management Board for Transportation Works is actively coordinating with relevant units in Di An and the Dong Hoa Ward People's Committee to finalize the adjusted compensation plan. A specific plan has been established to ensure the project is completed on schedule.

  • Second quarter of 2026: Review and approval of the revised compensation plan.
  • Third quarter of 2026: Compensation payments to the remaining households will be disbursed.
  • Q4/2026: Receive site handover and officially restart construction.
  • 2027: The entire project will be completed and put into full operation.

The completion of the Hanoi Highway - National Highway 1 axis is not only significant for transportation but also a crucial driver of economic development. Currently, Ho Chi Minh City maintains its leading economic position with a consolidated Gross Regional Domestic Product (GRDP) estimated at VND 2,707,805 billion, accounting for approximately one-quarter of the national GDP. Removing infrastructure bottlenecks will optimize logistics operations and create room for urban development in the eastern gateway area.
