On November 14, the Ho Chi Minh City People's Council approved the policy of using the City's budget to support Tay Ninh province in clearing the land for the Ho Chi Minh City - Moc Bai expressway.
Supporting Tay Ninh province is necessary because the Ho Chi Minh City - Moc Bai Expressway Project is 51 km long, of which 26.3 km passes through Tay Ninh province.
Of which, Component Project 4 (land clearance) passing through Tay Ninh province was approved with an initial capital of 1,504 billion VND. However, during the implementation process , the plan had to be adjusted and supplemented, so the compensation cost increased to 3,749 billion VND.
With a large capital for implementation, Tay Ninh province is only able to balance 439 billion VND and requested Ho Chi Minh City to support 1,806 billion VND for site clearance to ensure construction progress.

According to the People's Committee of Ho Chi Minh City, because the Project has the nature of inter-regional connectivity to help promote socio -economic development in the Southeast region, the capital support for Tay Ninh still complies with the provisions of Point d, Clause 5, Article 9, State Budget Law, allowing this locality to use development investment expenditure to support other provinces when investing in inter-regional projects and key works.
The Ho Chi Minh City People's Committee said that the capital of VND1,806 billion will be spent from the City's budget reserve in 2025. Up to now, the reserve fund after adjustment is more than VND5,479 billion, so it is capable of meeting the support amount.
Ho Chi Minh City will support Tay Ninh province with money, instead of direct investment, to shorten procedures and ensure site clearance progress.
After the Ho Chi Minh City People's Council approves, the Ho Chi Minh City People's Committee will transfer capital to Tay Ninh province to carry out site clearance.
Currently, Ho Chi Minh City and Tay Ninh province are clearing the land to start construction of the expressway in March 2026.
The project has a total investment of 19,617 billion VND, of which the investor is responsible for arranging 9,943 billion VND. The State capital participating in the project for site clearance is 9,674 billion VND (Central budget 2,872 billion VND; Ho Chi Minh City budget 6,802 billion VND).
After completing the Ho Chi Minh City - Moc Bai expressway, travel time will be shortened, transportation costs will be reduced, investment in the industrial chain, Moc Bai urban area will be attracted to the trans-Asian economic corridor, and trade with Cambodia and the ASEAN region will be promoted.
