Ho Chi Minh City supports Tay Ninh with 1,806 billion VND to compensate for clearance of Ho Chi Minh City

At the thematic session of the Ho Chi Minh City People's Council on November 14, the Ho Chi Minh City People's Committee submitted to the City People's Council for approval of the level of capital support for Tay Ninh province to implement component project 4 of compensation, support, and resettlement of the Ho Chi Minh City - Moc Bai expressway project through Tay Ninh province (phase 1).

The proposed support level is 1,806 billion VND.

The Ho Chi Minh City - Moc Bai Expressway Project Phase 1 has a total length of 51km, the starting point connects with Ring Road 3 - Ho Chi Minh City in Cu Chi; the end point intersects with National Highway 22 Ben Cau - Tay Ninh, invested under the public-private partnership method (BOT Contract).

The Ho Chi Minh City - Moc Bai Expressway project is an important traffic project connecting Ho Chi Minh City and Tay Ninh province to Moc Bai border gate.

The project has started and is expected to be completed in 2027.

Total investment is expected to be 19,617 billion VND, of which capital from investors and enterprises is about 9,943 billion VND, state capital is about 9,674 billion VND including central budget about 2,872 billion VND and local budget (HCMC) about 6,802 billion VND.

Phase 1, with a total capital of VND10,421 billion, is expected to start construction in the first quarter of 2026.

In phase 1, the project is divided into 4 component projects; in which, component project 4 is the compensation, support, and resettlement part of the section passing through Tay Ninh province, about 26.3 km.

According to the approval of the People's Committee of Tay Ninh province, this is a public investment project with a total initial investment of about 1,504 billion VND, and a total clearance area of 263 hectares, which has been approved.

However, the compensation, support and resettlement budget has increased to VND 3,749 billion (including compensation, support and resettlement of VND 3,141 billion; relocation of technical infrastructure of VND 186 billion and other budgets to ensure implementation, contingency costs of more than VND 420 billion), an increase of about VND 2,245 billion compared to the approved investment policy.

According to the Ho Chi Minh City People's Committee, in the period of 2021-2025, Tay Ninh province's resources still face many difficulties and limitations. In addition to the immediate arrangement for socio- economic development projects and national security and defense, the province has balanced everything but not yet ensured. Tay Ninh province requested Ho Chi Minh City to support 1,806 billion VND, the remaining 439 billion VND will be balanced by the province.

"The Ho Chi Minh City - Moc Bai Expressway construction investment project is a key traffic project with regional and inter-regional connectivity, playing a particularly important role in developing the traffic infrastructure system, contributing to promoting socio-economic development between Ho Chi Minh City, Tay Ninh and the Southeast region.

To speed up the project's implementation, Ho Chi Minh City finds it necessary to use the city's budget's development investment capital to support Tay Ninh province," said the Ho Chi Minh City People's Committee's report.

Specifically, Ho Chi Minh City will provide financial support of VND1,806 billion for Tay Ninh to implement component project 4 of the Ho Chi Minh City - Moc Bai expressway project (phase 1).

The compensation and clearance part of this project in Ho Chi Minh City is being accelerated by the communes.
