On November 14, the Ho Chi Minh City People's Council passed a resolution on the policy of supporting health insurance premiums for two groups of people, including students and the elderly. Accordingly, both groups will be supported 100% of the health insurance premiums, meaning they can participate in health insurance completely free of charge.
Specifically, people aged 65 to 75 who have not yet benefited from other health insurance support policies will have their entire premiums paid by Ho Chi Minh City. For students studying at educational and training institutions, 100% of the support will come from the Ho Chi Minh City budget.
The new policy is expected to benefit more than 2.7 million people, including more than 676,000 seniors and 2.03 million students.
According to the Ho Chi Minh City People's Committee, providing full health insurance support for the above two groups of subjects demonstrates a humane policy, affirming the government's concern for people's health care, while contributing to strengthening the social security system and improving the quality of life.
This policy also helps Ho Chi Minh City increase health insurance coverage, in line with the direction of Resolution 72 (2025) of the Politburo on strengthening the protection, care and improvement of people's health. The city aims to have over 95% of the population covered by health insurance by 2026, moving towards universal coverage by 2030.
In addition, this policy is compatible with the National Strategy on the Elderly according to Decision 383 of the Prime Minister, which sets the goal that in the 2025-2030 period, 100% of the elderly will own health insurance cards.
According to the proposal, the policy will help reduce the burden of medical examination and treatment costs, increase fairness in social security benefits, and improve the effectiveness of state management, especially in the context of the city merging administrative units.
The estimated implementation cost in 2026 is 2,138 billion VND, of which the student group alone accounts for about 1,283 billion VND.
The Resolution takes effect 10 days after its adoption.
