
The People's Committee of Ho Chi Minh City has just decided to establish a Council for appraising land prices in Ho Chi Minh City with 192 members.
Including Vice Chairman of Ho Chi Minh City People's Committee Bui Minh Thanh, directors of relevant departments and branches such as Department of Finance, Department of Agriculture and Environment, Department of Justice, Ho Chi Minh City Police, Department of Construction, Department of Planning and Architecture... and chairmen of People's Committees of 168 wards, communes and special zones.
According to legal regulations, the HCM City Land Price Appraisal Council has the function of appraising, commenting, and consulting on draft land price lists.
The Council will dissolve itself after completing its appraisal task and reporting the results to the Ho Chi Minh City People's Committee.
Recently, the Department of Agriculture and Environment has also developed and issued the first draft of land price list in Ho Chi Minh City, applicable from January 1, 2026.
The Department of Agriculture and Environment has sent the draft land price list to the Ho Chi Minh City Land Price Appraisal Council.
At the same time, the Department of Agriculture and Environment has sent a document to the Vietnam Fatherland Front Committee of Ho Chi Minh City, the Office of the City People's Committee and relevant departments and branches requesting to provide comments.
Comments from the above units must be sent to the Department of Agriculture and Environment before December 5, 2025 for the Department to synthesize and submit to competent authorities according to regulations.
The People's Committee of Ho Chi Minh City has agreed on the policy of building the first land price list in Ho Chi Minh City according to the simplified procedures prescribed in Article 50 of the Law on Promulgation of Legal Documents.
Will the land price list be submitted to the HCM City People's Council for consideration and approval at the 6th session?
According to regulations, in case of necessity, the Chairman of the People's Committee, upon request of the drafting agency, decides to apply the shortened procedures in the construction and issuance of the People's Committee's decisions.
When drafting legal documents in the simplified procedure, the time will be significantly shortened compared to the normal process. In particular, some specific time limits for collecting opinions; appraisal, examination; review and approval will be significantly shortened.
According to the plan, after developing the land price list, the Department of Agriculture and Environment will send the draft land price list to the Vietnam Fatherland Front of the city and post the draft land price list on the City Information Portal to widely collect opinions from agencies, organizations and people of the city.
Then, synthesize and send to the Land Price Appraisal Council for appraisal, have appraisal opinions, send to the Department of Justice for appraisal of legal documents. Then synthesize and report to the City People's Committee with the draft land price list for the City People's Committee to submit to the People's Council for consideration and approval.
It is expected that on December 9 and 10, the Ho Chi Minh City People's Council will hold its 6th session to consider and approve many important contents for the city.
If it is submitted to the People's Council in time at this session, the draft land price list will be considered for approval by the People's Council. If it is not in time, a meeting of the People's Council will be needed to approve the issuance of the land price list.
