Ho Chi Minh City: Many apartments still have no pink books

More than 58,000 apartments in Ho Chi Minh City have not been granted pink books, causing many residents to be upset. At the dialogue session on October 31, people reported the situation of having their ownership rights suspended due to investors being slow to complete financial obligations and mortgage their red books to banks.

At the program "Dialogue between Enterprises and Ho Chi Minh City Government" on the issue of management and use of apartments organized by the Department of Construction and the City Investment and Trade Promotion Center (ITPC) on October 31, many residents expressed their frustration when the owners of apartments in the apartment building had not been granted pink books.

According to the Ho Chi Minh City Real Estate Association, there are still about 58,000 apartments in the city that have not been granted pink books, some of which are due to investors not fulfilling financial obligations regarding land use fees or having mortgaged the red books at banks, affecting the rights of residents.

Representatives of Dream Home Luxury residents (An Hoi Tay ward) reported that residents have put the apartment into operation for more than 10 years and have paid 97% of the apartment value, but still do not have the pink book.

In addition, because the investor owes taxes, residents cannot pay personal income tax to transfer the apartment, causing difficulties for the people.

Similarly, residents of Duc Khai apartment building (Phu Thuan ward) reported that they have not had a pink book for 12 years. They have sent many petitions but have not been resolved.

In addition, representatives of apartment residents also reflected on problems in apartment buildings related to disputes over common and private use areas, handover of apartment maintenance funds, use of apartment maintenance funds, and payment of income tax on "collection and payment on behalf of others"...

In addition, residents also raised the issue of controlling the pilot short-term accommodation activities in apartment buildings to ensure security and living environment for residents.

Mr. Tran Si Nam - Deputy Director of the Department of Construction of Ho Chi Minh City - said that in Ho Chi Minh City, there are currently 1,771 apartment projects that have been handed over. Currently, the management and use of apartments still have shortcomings that cause conflicts between residents, management boards, and administrators. The collection and disbursement of maintenance funds and operating funds lack transparency...

Regarding short-term accommodation services in apartments, a representative of the Ho Chi Minh City Department of Construction said that the city is researching a sharing economy model with the conditions for application, if any, being that it must be approved by the apartment building conference, fees must be increased, and accommodation for this service must be strictly managed.
