Ho Chi Minh City: Accelerating to achieve double-digit growth targets.
(HMC) – The second quarter of 2026 is the time for Ho Chi Minh City to definitively remove and unblock bottlenecks to achieve double-digit growth targets for the whole year. This was the concluding directive of Vice Chairman of the Ho Chi Minh City People's Committee Hoang Nguyen Dinh at a meeting on the socio-economic situation in April, the first four months of the year, and the implementation of key tasks and solutions for May 2026.

Vice Chairman of the Ho Chi Minh City People's Committee, Hoang Nguyen Dinh, delivered a speech at the meeting.
Vice Chairman of the Ho Chi Minh City People's Committee, Hoang Nguyen Dinh, highly appreciated the results achieved by the city in the first four months of the year, with some targets even exceeding expectations. The city's leaders attributed this achievement to the tremendous efforts of various departments, agencies, and localities.
"In the first four months of the year, we have commenced construction on 10 strategic infrastructure projects with a total capital of nearly 520,000 billion VND. I commend the Directors of the Department of Construction, the Department of Finance, the Department of Agriculture and Environment, and the Department of Planning and Architecture. The departments, sectors, and localities have worked at lightning speed; within a few months, they have simultaneously commenced many large projects. This has created confidence for strategic investors and businesses as our city has resolved administrative procedures very quickly, contributing to the city's growth this year," Mr. Dinh shared.
Ho Chi Minh City leaders also stated that, in a previous meeting, the City Party Secretary had committed to General Secretary and President To Lam to achieve a budget revenue of 1 trillion VND and a double-digit growth rate.
Therefore, the Vice Chairman of the People's Committee of Ho Chi Minh City requested that departments, agencies, and localities continue to disseminate and implement the resolutions and directives of the Party Central Committee, especially the guidance of General Secretary and President To Lam during the recent working session, so that the City can continue to lead and transform the strategic resolutions of the Central Committee into concrete models.
Mr. Dinh suggested that the Department of Finance develop scenarios for managing the 2026 budget.
"We no longer use the word 'striving,' but must achieve 100%; this is a mandatory directive," the Ho Chi Minh City leader emphasized.
Along with the goal of economic growth, the leaders of Ho Chi Minh City requested that units focus on completing procedures and ensuring the commencement of key projects to celebrate the 50th anniversary of Saigon - Gia Dinh officially being honored with the name of President Ho Chi Minh.
Ho Chi Minh City also identified the second quarter as the peak period for administrative procedure reform, continuing to implement 8 Government resolutions on reducing, decentralizing, and simplifying administrative procedures and business conditions.
The city continues to refine the operational regulations and development strategy of the International Financial Center, preparing the necessary infrastructure, operating mechanisms, supervisory bodies, financial products, and investors.
In addition, the city continues to focus on caring for the health and well-being of its people. Specific activities include: implementing health check-ups and screenings; improving the capacity of grassroots healthcare; controlling diseases, ensuring food safety, and protecting the safety of medicines, cosmetics, functional foods, counterfeit goods, and substandard products; and meticulously preparing artistic programs to commemorate the 50th anniversary of Saigon - Gia Dinh officially being named after President Ho Chi Minh...
