The Ho Chi Minh City People's Committee assigned the Department of Home Affairs to coordinate with the Department of Education and Training to compile statistics on the need for preschool teachers and propose appropriate recruitment, placement, and rotation plans.

The Ho Chi Minh City People's Committee has just issued a plan to implement the program "Improving the quality of preschool education in urban areas and industrial parks for the period 2026 - 2035, with a vision to 2045". This includes requirements related to the teacher recruitment plan.

Accordingly, the Ho Chi Minh City People's Committee assigned the Department of Education and Training to preside over and coordinate with departments, branches, People's Committees of wards, communes, and special zones to develop plans and implement the program's contents according to assigned functions and tasks. Review, research, and recommend competent authorities to issue mechanisms and policies to implement the program's objectives in accordance with the socio-economic development characteristics of the locality.

Coordinate with departments, branches, People's Committees of wards, communes, and special zones to strengthen direction, guidance, inspection, and supervision of the implementation of tasks and solutions of the program. Direct and guide the implementation of preschool education models suitable to the characteristics of urban areas, industrial parks, etc.

The City Government assigned the Department of Home Affairs to coordinate with the Department of Education and Training to organize, review and identify places with many workers according to the provisions of Decree No. 145/2020 of the Government ; check support policies for preschool education facilities in urban areas, industrial parks, and places with many workers according to their authority and organize the implementation of policies in accordance with regulations.

In particular, according to the City People's Committee, the Department of Home Affairs coordinates with the Department of Education and Training to collect statistics on the need for preschool teachers, propose appropriate recruitment, arrangement and rotation plans, and ensure enough teachers according to the scale of school development.

Also according to this quality improvement program, Ho Chi Minh City sets a goal for the period 2026 - 2030, in urban areas, striving for 100% of children in preschools to be nurtured, cared for, and educated in a safe manner, meeting the requirements of the preschool education program appropriate to practical conditions.

Ho Chi Minh City aims for 80% of managers, preschool teachers and staff in preschool education facilities in urban areas to have access to documents on digital platforms.

In areas with industrial parks, strive for 80% of children from 6 months to 36 months old who are children of workers and laborers to be able to go to school and have access to quality preschool education services.

In addition, the City People's Committee also set a target that 80% of managers, preschool teachers and staff in preschools in urban areas have access to digital documents and 100% of managers, preschool teachers and staff in preschools in industrial parks are trained to improve their professional and technical capacity every year.
