This important point is included in the conclusions of the Vice Chairman of the Ho Chi Minh City People's Committee, Bui Xuan Cuong, following a recent meeting to resolve difficulties and obstacles in the Ring Road 2 project (from Pham Van Dong Street to Go Dua intersection).
Accordingly, the Vice Chairman of the Ho Chi Minh City People's Committee directed the People's Committees of Tam Binh and Hiep Binh wards and the Compensation and Land Clearance Board of Thu Duc City to continue completing the land clearance and land acquisition procedures on schedule, before June 30th.
The Ho Chi Minh City Project Management Board for Investment and Construction of Transportation Works is tasked with continuing to monitor, inspect, and urge the investor to complete the project on schedule.
We request that the investor, Van Phu Bac Ai Joint Stock Company, continue to mobilize manpower and machinery to organize construction work to make up for the lost time and achieve the goal of completing the project in 2026.
Simultaneously, report any difficulties or obstacles related to materials (if any) to the Department of Construction for consideration and proactive resolution to ensure the project progresses according to schedule.
The Department of Agriculture and Environment is urgently reviewing all land funds in the list of land funds expected to be used for BT contract payments, which has been approved by the Party Committee of the People's Committee of Ho Chi Minh City, to ensure they meet the payment conditions (1/500 planning, current land use status, relocation and land acquisition support costs (if any)...).
To avoid incurring additional costs, and to strictly follow the directives of the Ho Chi Minh City People's Committee regarding land allocation for investor compensation, the process must be completed before May 30th.
The Department of Finance is tasked with urgently reviewing the investor's proposal regarding the payment procedures for the BT contract, and advising and making recommendations to the Ho Chi Minh City People's Committee.

Ho Chi Minh City's Ring Road 2 is back in motion after years of stagnation.
In recent days, construction has resumed on the Ho Chi Minh City Ring Road 2 section from Pham Van Dong to Go Dua. This 2.7km section had been dormant since 2020 due to land clearance issues and BT contract procedures.
In July 2025, following the government 's resolution to remove obstacles, Ho Chi Minh City and the investor urgently completed the necessary adjustments. From the beginning of December 2025, construction began clearing the site and gathering equipment, and has now officially restarted.
Along with the remaining sections where land clearance and construction are being accelerated, Ring Road 2 is aiming to complete the section passing through the former Thu Duc City area in the near future.
