Ho Chi Minh City deploys 'People's Council app', leaders monitor online the progress of resolving voters' petitions

The Ho Chi Minh City People's Council has just deployed software to run smooth sessions for the People's Councils at the commune level. This is not only a change in technology but also a change in management thinking and working methods, towards a digital People's Council, a digital parliament, to better serve the people.

On the morning of November 12, the Ho Chi Minh City People's Council held an online conference to deploy the session management software to the People's Councils of communes, wards and special zones. The conference was chaired by Mr. Vo Van Minh - Chairman of the Ho Chi Minh City People's Council, Mr. Pham Thanh Kien - Permanent Vice Chairman of the Ho Chi Minh City People's Council, Head of the Organizing Committee of the Ho Chi Minh City Party Committee and Vice Chairmen of the Ho Chi Minh City People's Council...

According to Chairman of the Ho Chi Minh City People's Council Vo Van Minh, the deployment of software to manage meetings of People's Councils of communes, wards and special zones is not only an application of information technology in office work but also a breakthrough in innovating working methods, improving the efficiency of supervision activities, serving voters' contacts and activities at People's Council meetings at all levels, especially the resolution of issues under the authority of the People's Council according to the law.

This software is expected to help the People's Councils at two levels in Ho Chi Minh City operate smoothly, continuously, effectively, and serve people and businesses well, in line with the spirit of "digital transformation for the people" set forth in Resolution 57.

The software system is designed to connect data between the Ho Chi Minh City People's Council and the Commune People's Council, helping to synthesize information quickly, accurately, and transparently, better serving the leadership, management, and monitoring of the implementation results of the People's Council resolutions.

To effectively deploy the software, the Chairman of the Ho Chi Minh City People's Council requested that localities agree that even though it is a trial phase, all data entered in this phase is real data, serving real work. Once completed, this software will become a unified system for the entire city.

In addition, the People's Council at the commune level should consider this a key task in the fourth quarter, preparing for the regular meeting at the end of the year. The results of software operation are a specific criterion in evaluating the performance of the Standing Committee of the People's Council at the commune level in the period of 2025-2026.

Mr. Vo Van Minh also proposed 3 key groups of tasks: updating and standardizing data on the system, fully updating documents, resolutions, and conclusions of previous meetings, and entering data for the upcoming meeting.

This is the basic database for the grassroots digital People's Council, helping to look up quickly, synchronously and transparently; update monitoring data, voter contact, and people's feedback. Each People's Council at the commune, ward, and special zone levels must proactively enter monitoring data, results of handling voters' recommendations, and feedback on petitions and letters.

The system will allow the Standing Committee of the Ho Chi Minh City People's Council to monitor the progress of administrative agencies online, contributing to enhancing accountability and transparency to the people. In addition, localities must ensure technical infrastructure and organize training on software application.

"We are in the testing phase, but we must test with the spirit of real use, real data, real efficiency. All data entered into the system will be directly connected with the Ho Chi Minh City People's Council. This is a unified digital parliament management platform.

Ho Chi Minh City will not deploy another system, but upgrade directly on this platform, so all localities need to deploy seriously, accurately, promptly, and ensure data quality right from the start," Chairman of Ho Chi Minh City People's Council Vo Van Minh requested.
