Specifically, at the meeting on November 26, after listening to the reports of the Department of Construction, the Department of Finance, and the opinions of the units attending the meeting; Vice Chairman of the City People's Committee Bui Xuan Cuong assigned the Department of Construction to urgently synthesize and complete the documents of 2 investment options for the Can Gio bridge project.
Option 1: Public investment, ensuring conditions and procedures for submitting the investment policy to the City People's Council for approval at the December 2025 meeting. At the same time, build detailed progress milestones for each work content.
Option 2: Invest in Can Gio Bridge under the public-private partnership (PPP) method, consider the proposal of Masterise Group Joint Stock Company, ensure the expected construction start date is January 15, 2026.

Currently, Binh Khanh ferry is the means of transport connecting the center of Ho Chi Minh City with Can Gio.
The Can Gio Bridge construction project across the Soai Rap River has an estimated total investment of about 11,087 billion VND. The project has a total length of about 7 km, including more than 3 km of bridge and 4 km of approach road. The project is considered an important link to help connect the center of Ho Chi Minh City with the old Can Gio area and neighboring areas, and at the same time replace the current Binh Khanh ferry.
When completed, Can Gio Bridge, combined with the Ben Thanh - Can Gio high-speed railway and sea-crossing bridges and roads, will form a traffic axis connecting the city center to Can Gio, creating favorable conditions for travel and promoting economic , tourism and social development.

Can Gio Bridge with an investment capital of more than 11,000 billion VND, when completed, will be the largest cable-stayed bridge in Ho Chi Minh City.
The Can Gio Bridge project was assigned by the Ho Chi Minh City People's Committee to the Ho Chi Minh City Department of Transport (now the Ho Chi Minh City Department of Construction) as the project preparation agency, responsible for preparing and submitting for appraisal the pre-feasibility and feasibility study reports, and other related work.
The Ho Chi Minh City Department of Finance also called on businesses to register to participate during the period when the city organizes a survey on the level of investor interest according to regulations.

Can Gio is becoming a new growth pole of Ho Chi Minh City, attracting many investors with key infrastructure projects.
Previously, Masterise Group Corporation sent a document to the Ho Chi Minh City People's Committee, expressing its desire to accompany the city in developing transport infrastructure connecting the southeast region.
The enterprise proposed to participate in investing in the construction of Can Gio bridge under the BT (build-transfer) form.
In addition to Masterise Group, many large investors have also expressed interest in this project. In particular, Trung Nam Construction Investment Joint Stock Company (Trung Nam Group) also sent a document to the Ho Chi Minh City People's Committee, proposing to participate in the project. Initially, the BOT (Build - Operate - Transfer) contract form was considered. However, Trung Nam Group proposed to convert to BT (Build - Transfer) form.
Thai Group also proposed to implement the project in the form of BT.
According to the previous plan, the Can Gio bridge project will be prepared for investment in the period of 2024 - 2025, starting construction in 2026 and expected to be completed in 2028. When put into operation, the bridge will shorten the travel time from the center of Ho Chi Minh City to Can Gio to about 40 - 50 minutes.
However, the project is behind schedule due to planning problems.
In addition, the Phu My 2 Bridge project (connecting Dong Nai ) is also required to speed up progress. The Department of Finance must urgently work with Masterise Group Joint Stock Company to review and shorten the preparation time.
The key goal is to ensure that this project will also start construction on January 15, 2026, to celebrate the 14th National Congress of Delegates.
For the Thu Thiem 4 Bridge project, the Department of Construction and the Department of Planning and Architecture were assigned the important task of urgently studying the feedback from the Ministry of Construction on the proposal of Ho Chi Minh City. At the same time, the Department of Construction must prepare a general report on the Project Implementation Plan under the PPP method.
