
The Ho Chi Minh City People's Committee has just issued Directive 04/CT-UBND on organizing the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. Previously, the National Assembly decided that the election date would be March 15, 2026.
According to the directive, the election of deputies to the 16th National Assembly and People's Councils at all levels is a major political event of important significance for the whole country and the city.
The election took place in the context of the country having achieved many comprehensive achievements after nearly 40 years of renovation, its international position is increasingly growing; the implementation of the model of organizing the apparatus and operating the two-level local government is a new provision, creating a new momentum, bringing the country into an era of development, wealth, civilization, prosperity and well-being.

The Ho Chi Minh City People's Committee requested that the election take place successfully, democratically, equally, legally, safely, economically and truly be a festival for all people.
Units create the most favorable conditions for people to fully exercise their mastery in selecting, introducing, and electing virtuous and talented people worthy of representing the National Assembly and People's Councils at all levels.
The Directive of the Ho Chi Minh City People's Committee assigns the Department of Home Affairs as the standing agency, responsible to the City People's Committee for advising on direction, guidance, inspection, and urging departments, branches, wards, communes, and special zones to carry out election work in accordance with the provisions of law and instructions of the National Election Council, the National Assembly Standing Committee, the Government, the Prime Minister, and the Central Committee of the Vietnam Fatherland Front.

The Department of Culture and Sports shall preside over and coordinate with the City Party Committee's Propaganda and Mass Mobilization Commission and relevant agencies and units to develop and issue a plan to implement information and propaganda work; direct and guide information agencies, newspapers, publications, radio, television, and grassroots information systems to organize extensive, timely, and accurate propaganda among cadres, civil servants, public employees, armed forces, and people about the meaning and importance of the event.
The Department of Ethnic Minorities and Religions is responsible for identifying areas with ethnic and religious elements, coordinating with the Department of Home Affairs to guide the preparation of voter lists and the allocation of People's Council delegates. The Department needs to organize propaganda and mobilize ethnic minorities and religious followers to strictly comply with the law, promote the right to mastery, and the rights and obligations of citizens in elections.
The Department of Science and Technology carries out the task of comprehensive digital transformation in the election work, building a voter management system connected to the population database. The unit ensures information security and network security, and technical supervision before, during and after the election.

The Ho Chi Minh City People's Committee assigned the City Command to preside over and coordinate with the City Police and other agencies and units to develop and deploy plans to ensure national defense, security and absolute safety for the election in the area.
Direct the Military Command of wards, communes, and special zones to grasp the situation, maintain combat-ready forces, and coordinate with police forces at the same level to protect polling stations, vote counting stations, Election Committee headquarters, and key areas.
Units organize forces and means to be ready to respond to natural disasters, fires, rescues, and ensure absolute safety for voters and election service personnel.
The Command closely coordinates with the City Police to promptly handle complex defense and security situations, avoiding being passive or surprised.

The City People's Committee also assigned the City Police to coordinate with departments and branches to develop specific plans and solutions to ensure order, traffic safety and smooth communication during the preparation and organization of the election.
The City Police are also responsible for developing and implementing plans and measures to absolutely protect the safety of personnel, locations, documents and infrastructure serving the election; detecting, preventing and strictly handling acts of distortion, disruption, sabotage and violations of election laws.
In addition, it also coordinates with the Department of Science and Technology to ensure information security, prevent cyber attacks, and protect election data; strengthen patrol and control forces, and work 24 hours a day to ensure safety and smooth operation throughout the election period.
The Chairmen of the People's Committees of wards, communes and special zones are responsible to the Chairman of the People's Committee of Ho Chi Minh City for all organization work and results of the election in their assigned areas.
