Ho Chi Minh City officially implemented the post-merger city model, opening up opportunities for spatial and economic development on a megacity scale. In this context, the City's Department of Planning and Architecture has undertaken numerous strategic advisory activities, gradually building a new development space; while persistently addressing bottlenecks in institutions, infrastructure, planning, and digital transformation.

This information was presented at the Conference summarizing the work of 2025 and implementing key tasks for 2026 of the Department of Planning and Architecture of Ho Chi Minh City , with the participation and guidance of the Vice Chairman of the People's Committee of Ho Chi Minh City, Bui Xuan Cuong.
The report presented at the conference indicated that, in 2025, the Department of Planning and Architecture had fundamentally changed its approach to planning, aiming to build Ho Chi Minh City into a megacity. Accordingly, the central area was identified as the financial and service hub; Binh Duong as the key industrial and high-tech center; and Ba Ria - Vung Tau - Can Gio as a strategic international seaport and coastal region. This is considered a crucial basis for comprehensively restructuring the urban space towards a multi-centered, multi-polar development model, while simultaneously strengthening regional linkages.

Furthermore, the approach to organizing planning and perfecting the legal framework has undergone many innovations, changing the methodology to comprehensively address previous shortcomings and inadequacies in the planning system. Ho Chi Minh City is defined as having only "one single, multi-sectoral plan," ensuring the unification of development goals and meeting the requirements for infrastructure, space, and urban economy.

Entering 2026, many new tasks and directions have been set to ensure unified, synchronized urban planning that aligns with the city's new development model.

Speaking at the conference, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong highly appreciated the contributions of the Department of Planning and Architecture in 2025. He requested that in 2026, the Department should continue to advise the City on detailed contents of urban development planning according to the Transport-Oriented Development (TOD) orientation; accelerate administrative procedure reform in the field of management; and prepare the steps to develop the City's master plan in the next phase.
