
On January 14th, the Steering Committee for Science, Technology, Innovation, and Digital Transformation of Ho Chi Minh City (the Steering Committee) held a conference to summarize its work in 2025 and outline key tasks and solutions for 2026 in implementing Resolution 57-NQ/TƯ of the Politburo , Project 204 of the Party Central Committee, and Project 06 of the Government.
Tran Luu Quang, Secretary of the Central Committee of the Communist Party of Vietnam and Secretary of the Ho Chi Minh City Party Committee, and Head of the Steering Committee, chaired the meeting.
At the conference, Central Committee member, Deputy Secretary of the City Party Committee, and Chairman of the People's Committee of Ho Chi Minh City, Nguyen Van Duoc, stated that in 2025, the city implemented Resolution 57-NQ/TƯ of the Politburo , Project 204 of the Party Central Committee, and Project 06 of the Government, achieving key results and creating a solid foundation for the next phase.
Activities related to science and technology development and digital transformation have truly gone into depth, creating clear changes in leadership thinking, the way the political system operates, and the quality of service provided to citizens and businesses.
Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc emphasized that Resolution 57-NQ/TƯ of the Politburo, Project 204 of the Party Central Committee, and Project 06 of the Government are three core pillars that create a combined strength, helping the city maintain its leading role and transform strongly in the digital age; helping the city gradually form a new development model based on knowledge, technology, and data, creating an important foundation to move to a higher development stage in the 2025-2030 term.

City authorities have made a strong shift from a managerial mindset to a development-oriented mindset, with science and technology, innovation, and digital transformation as key drivers.
Through digital transformation, the city has accelerated the reduction of administrative procedures by 30% ahead of schedule. Currently, 100% of the city's administrative procedures are independent of geographical boundaries; 100% of administrative procedures are carried out electronically; and the rate of online public services throughout the entire process has reached over 80%. The city's "Digital Literacy Movement" has become a highlight, contributing to the popularization of digital skills and creating social consensus in digital transformation.
In particular, from July 1, 2025, Ho Chi Minh City has been operating a two-tiered local government model based on a digital platform, contributing to speeding up administrative procedures, improving the quality of public services, and unlocking resources for development.
The head of Ho Chi Minh City government stated that, starting in 2026, the city will prioritize the development of strategic technology groups and key technology products, closely linking research and development with commercialization, forming core technology production capabilities and domestic value chains; strongly developing the innovation ecosystem, and promoting the linkage of the "three stakeholders" (State - scientists - businesses).
For Project 204, the city identified digital transformation in Party agencies as innovating leadership methods in the new context. For Project 06, the city identified citizens and businesses as the central focus, with data as the foundation.

Speaking at the conference, Ho Chi Minh City Party Secretary Tran Luu Quang emphasized that the Central Government pays close attention to and regularly directs and guides the development of science and technology and national digital transformation. The task of digital transformation is being strongly implemented from the central government down to the local level, with no locality standing aside, especially Ho Chi Minh City, the economic powerhouse.
Comrade Tran Luu Quang noted the need to frankly acknowledge and clearly identify bottlenecks in the development of science and technology and digital transformation in 2025, thereby proposing more effective strategies and solutions for 2026, so as not to fall behind other localities in digital transformation and science and technology development.
