
According to Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Loc Ha, the world is entering a period of extensive restructuring based on technology, data and green development standards, posing an urgent need for the city to strongly transform its growth model. Traditional advantages that once created momentum for Ho Chi Minh City - such as cheap labor or attracting old-generation FDI - are gradually narrowing. In the context of the digital economy , knowledge economy and the Net Zero goal becoming a global trend, the city needs to reposition its role with a new vision.
Accordingly, the World Economic Forum (WEF)'s extensive cooperation with Ho Chi Minh City at the Autumn Economic Forum 2025 is a clear demonstration of the city's open thinking and proactive integration capabilities. This is the first time a locality in Vietnam has directly cooperated on an international scale with WEF, affirming that Ho Chi Minh City is becoming an "innovation fulcrum" in the global knowledge network.
The Autumn Economic Forum 2025 (November 25-27 in Ho Chi Minh City) focuses on the key pillars of the green-digital development model: Smart manufacturing, low-carbon logistics, smart cities, institutions for digital transformation and sustainable growth.
Accordingly, the participation of many international organizations such as UNESCO, IMF, World Bank, ADB, ITU and more than 500 leading enterprises has strengthened the city's role as an ideal pilot space for innovation, where new development standards can be tested and replicated.
The Vice Chairman of the City People’s Committee emphasized that enterprises are at the center of the transformation process. The city does not consider enterprises as beneficiaries but as co-creators. Models such as circular production, green logistics, renewable energy or smart industry can only become reality when enterprises proactively transform them into concrete actions and solutions.

In the green-digital transformation strategy, people are identified as the center of all policies. According to the city leaders, digital government and smart cities will contribute to shortening the time for processing procedures, improving transparency and quality of public services. At the same time, green and economical transport-logistics-energy infrastructure will help reduce costs, improve the living environment and create more development opportunities for the younger generation.
On this occasion, Ho Chi Minh City and WEF will have a joint statement on smart manufacturing and responsible industrial transformation. This is a big step to help the city participate more deeply in the global manufacturing innovation network, opening up many opportunities for high-tech and green industry enterprises.
These major orientations show that Ho Chi Minh City is shifting from a “catch-up” mindset to a “co-creation” spirit with the world. The city is not only focusing on solving immediate problems but is proactively building a development foundation for the 2026-2030 period: a greener, more digital, and smarter economy.
With strategic vision, the companionship of businesses and the support of international organizations, Ho Chi Minh City is gradually affirming its role as the center of knowledge - technology - innovation of the country, and at the same time an attractive destination in the region in the green - digital era.
