Ho Chi Minh City 'broke the ice' of 670 stalled projects, clearing more than 500,000 billion VND in resources

On the afternoon of December 9, in Ho Chi Minh City, Permanent Deputy Prime Minister Nguyen Hoa Binh, Head of Steering Committee 751 (Steering Committee for resolving difficulties and problems of backlogged projects) had a working session with leaders of the Ho Chi Minh City People's Committee on the progress of removing backlogged and stuck projects in the area.

80% of the projects have been resolved

According to the report of the Ho Chi Minh City People's Committee, after the arrangement, the city has 838 pending and stuck works, projects, and land plots; of which, 60 works, projects, and land plots are under the jurisdiction of the Central level and 778 works, projects, and land plots are under the jurisdiction of the City level.

Up to now, Ho Chi Minh City has coordinated with central agencies to resolve or held meetings and provided directions to resolve 670/838 projects, accounting for 80%. The total investment of the handled projects is over VND569,062 billion, with an area of ​​over 85,500 hectares.

For 60 projects, works, and land plots under the Central authority, in 2025, Central agencies urgently and actively coordinated with Ho Chi Minh City to remove 31/60, reaching a rate of 51.6%.

To resolve pending projects, the Ho Chi Minh City People's Committee proposed two key groups of solutions to the Government to remove legal bottlenecks and unblock slow-progressing projects.

The city proposes to apply the policy of Conclusion 77-KL/TW on solutions to remove difficulties and obstacles related to projects and land in inspection, examination and judgment conclusions in a number of provinces and cities for projects of similar legal nature, thereby completely handling long-standing backlog projects.

Ho Chi Minh City also proposed to allow the application of Decree 91/2025/ND-CP regulating the time to determine land prices of land funds paid under construction-transfer contracts in Thu Thiem New Urban Area in determining the time to calculate the corresponding land prices for completed BT contracts.

For projects that have paid land use fees, the City requests the Government and the Ministry of Finance to consider the "error" factor when collecting according to the Government's direction. The Ho Chi Minh City People's Committee also requests the prosecution agencies to promptly respond to the 3 projects within the scope of Decision No. 153/QD-TTg (establishing the Prime Minister's Working Group on inspection, review, settlement, and removal of difficulties and obstacles related to projects and land in the inspection, examination, and judgment conclusions in a number of provinces and cities) in order to promptly complete the handling plan according to Conclusion 77-KL/TW. In addition, the Ho Chi Minh City People's Committee also proposed a number of solutions to remove difficulties for PPP projects and private investment.

However, according to Deputy Minister of Finance Do Thanh Trung, after reviewing, the Ministry of Finance found that the People's Committee of Ho Chi Minh City has not fully reported the number of projects with difficulties and problems on the database system of the Steering Committee for resolving backlogged projects (System 751).

In fact, there are a number of projects that have had inspection, examination and judgment conclusions but have not been reviewed and proposed specific policy mechanisms in Resolution No. 170/2024/QH15 to handle difficulties according to the instructions in the Prime Minister's dispatches and the guidance of the Ministry of Finance. This may lead to the omission or omission of projects that are eligible for resolution according to the Politburo's policies and the National Assembly's Resolutions.

According to information compiled on System 751, as of December 8, 2025, Ho Chi Minh City has 402 projects with difficulties and problems with a total scale of 9,939 hectares and a total investment of more than VND 265,507 billion.

In which, classified by project groups proposed for handling according to authority: the group of projects proposed to apply the special mechanism in Resolution No. 170/2024/QH15 of the National Assembly is 3 projects. The group of investment projects under the public-private partnership (PPP) method, Build-Transfer (BT) contract is 20 projects. The group of projects with difficulties and problems under the handling authority of ministries, branches and localities is 244 projects. The group of local projects determined to be under the handling authority of the Government, Prime Minister, ministries and central agencies is 5 projects. The group of project lists proposed to be revoked because they have been handled, no longer have difficulties and problems or have a handling plan is 130 projects.

At the meeting, leaders of ministries and branches who are members of the Steering Committee 751 noted that Ho Chi Minh City needs to continue to carefully review projects to update and fully supplement projects that are facing difficulties, problems or long-term backlogs after the boundary arrangement. The review must ensure accurate information, clearly grouped by project type and fully updated to System 751 to unify reporting data. The city also needs to focus on directing strongly, thoroughly resolving problems under its authority, ensuring no loss, waste as well as avoiding new violations...

Focus on unlocking resources for the economy

At the meeting, Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized that removing difficulties for projects, especially those related to land and public finance, is a major policy of the Politburo. This is considered a key solution of the Central Government to unlock resources for the economy, prevent loss of public assets and promote growth.

Providing general information on the progress of handling problems in projects and housing and land facilities of ministries, branches and 5 localities (Ho Chi Minh City, Hanoi, Da Nang, Khanh Hoa and Tay Ninh provinces), Permanent Deputy Prime Minister Nguyen Hoa Binh said that 1,759/2,161 projects, equivalent to 81% of projects, have been resolved; about 18%, equivalent to 428 projects, are still being processed. Notably, the resumption of 1,759 projects has released and brought into the economy about 220,400 billion VND and 6,100 hectares of land, a huge resource that was previously "frozen", causing waste.

Regarding Ho Chi Minh City, Deputy Prime Minister Nguyen Hoa Binh highly appreciated the city's efforts in handling projects under its authority, with a handling rate of about 80%, equivalent to 670 projects.

However, Head of Steering Committee 751 Nguyen Hoa Binh noted that Ho Chi Minh City also needs to seriously learn from experience, promptly and fully update projects with difficulties, problems, and long-standing backlogs in the area to report to the Steering Committee. The removal of difficulties must continue to be carried out in a proactive and positive spirit, but violations must not be legalized.

Besides the projects that have had clear conclusions, the Government leader noted that the city may still have backlog projects due to new problems arising during the actual working process.

Currently, the National Assembly is considering amending and supplementing Resolution No. 170/2024/QH15 on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the inspection, examination and judgment conclusions in Ho Chi Minh City, Da Nang and Khanh Hoa province. The Government will issue a Resolution on continuing to promote the removal of difficulties and obstacles for backlogged projects and projects with difficulties and obstacles, in which it has proposed policies, solutions and groups of solutions to remove difficulties and obstacles for projects.

Deputy Prime Minister Nguyen Hoa Binh also requested Ho Chi Minh City to contribute, participate, and propose specific solutions to the draft Resolution of the Government, helping to quickly resolve projects with difficulties and problems.

He also noted that Ho Chi Minh City needs to focus on directing resolutely and effectively the review and resolution of obstacles and difficulties for projects under the city's authority, ensuring that there are no violations, waste, or new violations.

Regarding specific projects, the Government leader requested Ho Chi Minh City to focus on the biggest goal, bringing the project to life, improving people's lives, especially flood prevention and urban beautification projects. There are projects that have lasted for 10 years, causing many disadvantages to people, so resolving them is an urgent requirement. Issues related to handling individual violations will be separated, not to affect the overall progress of the project...
