Ho Chi Minh City: Striving to popularize AI knowledge to 2 million people

Ho Chi Minh City aims to have 15% of the city's population (about 2 million people) trained in artificial intelligence by 2030.

Ho Chi Minh City People's Committee has just issued a Plan to implement the Program to popularize artificial intelligence for citizens (AI for Citizens) for the period 2025-2030.

The overall goal of the Plan is to popularize basic and advanced knowledge of artificial intelligence (AI) to the city's social community, without requiring complex programming or mathematical knowledge;

Raising awareness and equipping initial skills on AI applications in life, work and study for citizens, civil servants, public employees, workers and students;

Contribute to building human resources with in-depth understanding of AI, ready to adapt and participate in the development process of smart cities, digital economy and digital society;

Encourage the spirit of exploration and discovery about AI; promote lifelong learning awareness for new technology.

Ho Chi Minh City sets a specific goal for the 2026-2027 period: each year, train at least 1% of the city's population (about more than 100,000 people) in AI knowledge. By 2027, it will reach 2% of the city's population (about 200,000 people).

Phase 2028 - 2030: each year, train at least 5% of the city's population (about more than 600,000 people) in AI knowledge. By 2030, it will reach 15% of the city's population (about 2 million people).

80% of learners can apply an AI tool to work or life after the course.

Ho Chi Minh City People's Committee requires the program to be implemented flexibly, accessible, suitable for different subjects and levels, can be studied online or combined directly. Training content needs to be practical, easy to understand, illustrated with real-life examples, avoiding complex technical terms. There needs to be a mechanism to check and evaluate the effectiveness of the program to adjust and improve continuously. Encourage the participation of many stakeholders: state agencies, schools, businesses, social organizations.

The Ho Chi Minh City People's Committee assigned the Department of Science and Technology (KHCN) to preside over and coordinate with relevant agencies, organizations and units to implement the Program. Responsible for monitoring, implementing and supervising the implementation process of each task and related contents. Synthesize difficulties and obstacles in implementing tasks of agencies and units, report to the City People's Committee periodically every year or suddenly on the results of implementing the Plan.

Assign the Department of Home Affairs to coordinate with the Department of Science and Technology to implement AI training for civil servants, public employees and workers in state agencies and units in the city.

The City Digital Transformation Center presides over and coordinates with the Department of Science and Technology to research and deploy administrative tasks, operate infrastructure, and digital platforms for online AI training.

Every year, the Department of Finance, based on the proposed budget estimates of the Department of Science and Technology and relevant departments, branches, agencies and units, based on current regulations and actual situation, advises and submits to the City People's Committee for consideration and arrangement of budget estimates to implement this Plan in accordance with regulations.

The Department of Education and Training coordinates with the Department of Science and Technology to develop AI training content for students at all levels according to regulations. Coordinates with the Department of Home Affairs to organize AI training for civil servants, public employees, education workers and students at all levels.

Departments, branches, sectors, People's Committees of wards, communes, and special zones shall preside over and coordinate with the Department of Science and Technology to organize AI training courses in the fields and areas under their management. Create conditions for civil servants, public employees, and workers to participate in AI training courses. Deploy the program to all classes of people in the area. Report implementation results.

Universities in Ho Chi Minh City implement this to all teachers and students. Support assignment and introduce lecturers to participate in teaching training classes.

Ho Chi Minh City Television and media agencies coordinate with the Department of Science and Technology to deploy popular content and promote the AI ​​for Citizens Program according to regulations.
