Ho Chi Minh City: Will digitize 100% of administrative procedures from reception to return of results

Ho Chi Minh City People's Committee requires departments, branches, sectors, and commune-level People's Committees to associate the responsibility of digitizing administrative procedure records with the tasks of cadres, civil servants, and public employees; digitize 100% of administrative procedure records from the reception stage to returning results.

Ho Chi Minh City People's Committee requires units to associate the responsibility of digitizing records with the responsibility of cadres, civil servants and public employees.

Ho Chi Minh City People's Committee has just issued Document No. 4077/UBND-HCC on promoting digitalization of records, results of administrative procedure settlement (TTHC) and improving service quality for people and businesses.

According to the City People's Committee, from July 1 to November 19, Ho Chi Minh City received more than 2.1 million administrative procedure records, of which more than 1.2 million records were fully digitized with file components and settlement results, reaching a rate of 60%. However, the score of the File Digitization index group (index group IV according to Decision No. 766/QD-TTg) only reached 17.7/22 points in November 2025, ranking 34/34 provinces and cities, the lowest position in the country. The situation improved very slowly, with a decrease of 0.1 point from October to November 2025.

The main reasons for the above situation include: The digitization of records has not been closely linked to the specific tasks of cadres, civil servants and public employees; many digitized records have not met the standards prescribed on digitizing administrative procedures according to Circular No. 01/2023/TT-VPCP dated April 5, 2023 of the Minister and Head of the Government Office ; the reuse of digitized data has not been promoted, although in principle, organizations and individuals are not required to declare or resubmit data that state agencies have managed or are willing to share.

In addition, there are other reasons: Officials and civil servants have not yet verified their digital identities when receiving and processing administrative procedure files; the mechanism for synchronizing digital data between the Administrative Procedure Processing Information System and the National Public Service Portal is not stable; along with the number are limitations in human resources, skills and supporting equipment.

Ho Chi Minh City has set the goals for the coming time to increase the score of the profile index group to at least 18/22; and increase the city's total score to 89/100 before December 31, 2025.

Ho Chi Minh City requires departments, branches, sectors, and commune-level People's Committees to clearly define responsibilities and link digitalization with the tasks of cadres, civil servants, and public employees. Specifically, there will be regulations and digitalization targets for each unit according to the classification of administrative procedures; linking digitalization results with the annual performance assessment of cadres, civil servants, and public employees (including compliance with prohibited acts such as preventing organizations and individuals from choosing electronic methods or requiring submission of documents to verify digitally signed records).

Promote the digitalization of records throughout the entire process and the issuance of electronic results. Specifically, rebuild the process of receiving and processing administrative procedures associated with digitalizing records right from the moment of receipt, in which the one-stop shop staff must digitize and sign the digitized documents. 100% of administrative procedure records received through three channels must be digitized: directly at the one-stop shop, by post and online.

The City People's Committee requires the process to clearly define the responsibility for digitizing records at each step of handling administrative procedures, including digitizing the results of examination and verification by relevant agencies; establishing quality control of digitized records regarding accuracy, completeness, format, ensuring completeness, accuracy, and data integrity; reviewing and reducing paper records, based on criteria that do not require submission, presentation of paper copies, or physical presence.

At the same time, maximize the return of administrative procedure settlement results in electronic form, especially for records under the settlement authority with regulations on returning results in writing, papers, etc. Aim for 100% of records and results of administrative procedure settlement to be digitized and stored electronically according to regulations. The review must be completed before November 30 and implemented from December 1, 2025.

The Ho Chi Minh City People's Committee also requested units to increase the exploitation and reuse of digital data and the application of population data when handling administrative procedures; not requiring people and businesses to provide documents and information that state agencies already have in the system...

The City Digital Transformation Center is responsible for developing a platform to connect and share administrative procedure data between ministries and branches, ensuring that the provincial-level administrative procedure handling information system is synchronously connected with the National Public Service Portal to serve and reuse data...
