
The People's Committee of Ho Chi Minh City has just issued Document No. 4362/UBND-VX on focusing on immediately implementing a number of key tasks to improve the city's Administrative Reform Index (PAR INDEX) and People's Satisfaction Index with State Administrative Services (SIPAS) in 2025.
According to the report of the Department of Home Affairs in Report No. 9635/BC-SNV dated November 22, 2025, administrative reform work still has some limitations such as: the implementation of administrative orders from higher levels is still slow, the records are still overdue, the number of online records in the entire process and the rate of digitization of records is still low... From there, it affects the results of the PAR INDEX and SIPAS of the city.
The Chairman of the City People's Committee directed the Heads of departments, branches, and sectors, and the Chairmen of the People's Committees at the commune level (communes, wards, and special zones) to urgently review the assigned tasks in Decision No. 554/QD-UBND dated August 7, 2025 (related to administrative reform) and Plan No. 109/KH-UBND dated September 26, 2025 (related to the implementation of PAR INDEX and SIPAS), ensuring 100% completion of the set targets and tasks.

Advise the City People's Committee to perform tasks assigned by the Government and the Prime Minister , ensuring full content and within required time.
Regarding the handling of administrative procedure (TTHC) records: Completely handle overdue records that are being processed. Regularly monitor, urge, and speed up the processing of records, limit delays; receive online records no later than 8 working hours as prescribed, synchronize the results of handling TTHC on the city's electronic one-stop system and the national Public Service (DVC) Portal. Receive and handle online public services according to regulations, increase the rate of online public service records throughout the process, ensuring 70% according to Decision No. 1187/QD-BNV dated December 15, 2025 of the Ministry of Home Affairs .
Promote digitalization of records throughout the entire process and issue electronic results; increase exploitation, reuse of digital data and application of population data according to the direction of the City People's Committee in Official Dispatch No. 4077/UBND-HCC dated November 25, 2025.

The Chairman of the City People's Committee directed to urgently develop an internal process for handling administrative procedures regardless of administrative boundaries; organize implementation according to the process and instructions of the City People's Committee; speed up the disbursement of public investment capital to ensure 100% completion of the set plan. Considering the disbursement of public investment capital as a very important political task, it is necessary to mobilize the entire political system to implement, closely monitor and regularly check the implementation.
Review infrastructure and information technology equipment to ensure smooth and effective implementation of tasks and handling of administrative procedures for people and businesses. Receive and promptly handle 100% of feedback and recommendations from people and businesses on the National Public Service Portal and the city's Call Center 1022.

To carry out the above tasks, the Chairman of the City People's Committee assigned: The Office of the City People's Committee noted 5 contents: Tasks assigned by the Government and the Prime Minister; publicizing the progress and results of handling records on the National Public Service Portal; the rate of administrative procedure records received by provincial/commune-level administrative agencies in the year that were handled on time; assessing the quality of handling local administrative procedures and the rate of online public services throughout the process.
The Department of Home Affairs noted 4 contents: Implementing the administrative reform plan; inspecting administrative reform; implementing the arrangement and consolidation of public careers according to regulations; implementing the structure of civil servants and public employees according to job positions.
Units such as the Department of Justice (1 content), Department of Finance (7 contents), Department of Science and Technology (3 contents), City Digital Transformation Center (3 contents)... with many specific tasks.
The Chairman of the City People's Committee requested the agencies and units in charge of administrative reform to review and evaluate the contents of the PAR INDEX according to their assigned fields to have timely solutions. Report the results of the city's self-assessment of the PAR INDEX in 2025 as required by the Ministry of Home Affairs and be responsible to the City People's Committee for the assigned contents.
