Ho Chi Minh City: Request to tighten safety for students during bad weather

On November 27, the Ho Chi Minh City Department of Education and Training issued an urgent dispatch requesting educational institutions to review and strengthen measures to ensure safety for students when organizing extracurricular educational activities in the context of complicated weather developments.

According to the Department of Education and Training, Ho Chi Minh City and neighboring provinces are currently facing the risk of high tides, flooding, landslides, strong winds, tornadoes and big waves. These factors can pose risks to students and teachers during extracurricular activities, field trips and experiences outside of school.

The Department recommends that schools adhere to previously issued regulations and guidelines on ensuring safety in extracurricular activities; all extracurricular plans need to be reviewed and adjusted in accordance with weather forecasts and actual developments in the locality where the event is held. Units are advised to consider changing the time and location, shortening the program or switching to on-campus events if conditions are not guaranteed.

For outdoor activities in areas prone to deep flooding, landslides, mountain slopes, river banks, downstream reservoirs or coastal areas, schools must be absolutely cautious, especially during times of heavy rain, high tides or tornado warnings. When there is information from professional agencies about the risk of extreme weather, units must proactively prepare safety plans and promptly evacuate students and teachers if necessary, with the motto of safety first.

Nighttime picnics are not encouraged. In case of necessity, the school must arrange adequate supervision to ensure strict management of the group of students. Along with that, educational institutions need to strengthen internal communication, reminding students not to go to deep water areas, not to gather to watch floods or dangerous currents.

The Ho Chi Minh City Department of Education and Training emphasized that the head of the unit is the one who decides to adjust or postpone extracurricular activities on the basis of ensuring student safety, while minimizing disruption to the learning plan. The Department also emphasized that pressure on program progress or costs should not affect decisions related to student and teacher safety.
