HCMC: Crimes are becoming more complex with sophisticated and unpredictable methods.

In 2025, drug crimes occurring in apartment buildings, motels, and rented rooms in Ho Chi Minh City will be common.

Reporting at the 6th session of the 10th term People's Council of Ho Chi Minh City on the morning of December 9, Head of the Ho Chi Minh City People's Procuracy Le Van Dong said that in 2025, the security and political situation in the city will continue to be maintained. Some newly prosecuted crimes have increased compared to the same period in 2024, and crimes continue to develop in a complicated manner with sophisticated and unpredictable methods and tricks.

Among them, some types of crimes have emerged such as: drug crimes occurring in apartments, motels, and rented rooms are common. Subjects hide, divide and package drugs and then take advantage of technology delivery services to commit crimes or use air routes to transport drugs.

Along with that, crimes against social order of a hooligan, reckless, and reckless nature; crimes of illegal transportation of goods and currency across borders, fraud and appropriation of assets through capital contribution to companies, crimes of corruption and positions continue to be discovered and handled. The investigation agency has discovered and prosecuted 14,973 new cases with 26,184 defendants.

The People's Procuracy at two levels has issued documents requesting inspection and verification of 100% of newly received information sources, and conducted 80 direct inspections at the same-level investigation agencies. It has supervised the handling of 20,588 criminal information sources (of which, there are 13,731 new information sources, an increase of 4,574 information sources). The investigation agencies have handled 17,287 information sources, all of which have been handled in accordance with regulations, with no information overdue; 3,301 information sources are being handled.

In the prosecution and investigation of criminal cases, the People's Procuracy at two levels prosecuted and supervised the arrest and detention of 10,911 people. The authorities handled 10,707 people, of which 10,705 were transferred to criminal prosecution. At the same time, the prosecution and investigation of 26,577 cases with 41,049 defendants. The Investigation Agency handled 16,902 cases with 21,368 defendants, and is handling 9,675 cases with 19,681 defendants.

Through inspection activities, the People's Procuracy at two levels issued 289 recommendations requesting the Investigation Agency to remedy violations, and 67 recommendations for relevant agencies and organizations to overcome limitations and shortcomings in management activities to prevent violations and crimes.

Regarding the inspection of civil and administrative judgment enforcement, during the year, the People's Procuracy at two levels supervised the enforcement of 177,759 cases with more than VND 258,000 billion. The THADS agency completed the enforcement of 81,977 cases with more than VND 55,000 billion, and is currently enforcing 95,782 cases with more than VND 200,000 billion.

Chief Justice of the People's Court of Ho Chi Minh City Le Thanh Phong said that in 2025, the two-level People's Courts of the city accepted 105,984 new cases and resolved 103,907 cases, reaching a rate of 86.7%.

Regarding criminal cases, 13,899 cases/30,291 defendants were resolved, reaching a rate of 99.5%. The number of cases accepted increased compared to 2024 and the nature was more complicated.

According to the Chief Justice of the Ho Chi Minh City People's Court, the quality of trial cases has improved, the rate of cases annulled due to subjective reasons is 0.24%, the rate of cases amended due to subjective reasons is 0.23%. The total number of annulled and amended judgments is 0.54%, lower than the level allowed by the National Assembly . During the year, the two-level People's Courts successfully mediated 5,368 petitions, reaching a rate of 42.5%.
