The People's Committee of Ho Chi Minh City has just issued a plan to implement the program "Improving the quality of preschool education in urban areas and industrial parks for the period 2026 - 2035, with a vision to 2045" in the city.
The plan sets a target for the 2026 - 2030 period in urban areas to strive for 100% of children in preschools to be nurtured, cared for, and educated in a safe manner, meeting the requirements of the preschool education program appropriate to practical conditions.
In areas with industrial parks, strive for 80% of children from 6 months to 36 months old who are children of workers and laborers to be able to go to school and have access to quality preschool education services.
The City People's Committee also set a target that 80% of managers, preschool teachers and staff in preschools in urban areas will have access to digital documents and 100% of managers, preschool teachers and staff in preschools in industrial parks will receive annual training to improve their professional and technical capacity.
Along with that, 50% of urban preschools at commune, ward and special zone levels build and deploy preschool education models suitable to local characteristics, gradually approaching advanced preschool education models...

The People's Committee of Ho Chi Minh City assigned the Department of Home Affairs to coordinate with the Department of Education and Training to compile statistics on the need for preschool teachers and propose appropriate recruitment, placement, and rotation plans.
To achieve the goals, Ho Chi Minh City sets out the task of allocating land funds to build preschool education facilities according to approved plans, especially in new urban area projects; prioritizing the use of surplus state agency headquarters after the arrangement of local administrative apparatus for preschool education; continuing to invest in building a network of preschool schools, promoting the development of non-public preschool education facilities.
In particular, aiming at solutions to provide preschool education support services without using the state budget at public preschools according to the provisions of law to meet the needs of parents along with policies to support managers, teachers and staff working overtime.
Strengthen inspection and supervision of the implementation of arrangement and reorganization of preschool education facilities; inspect the responsibility of investors of new urban area projects in allocating land and constructing preschool education facilities according to approved planning.
Direct independent, private preschools to self-inspect and evaluate safety standards, and regularly update information and operational status of the facility on local database management software.
The Ho Chi Minh City People's Committee assigned the Department of Education and Training to preside over and coordinate with departments, branches, People's Committees of wards, communes, and special zones to develop plans and implement the program's contents according to assigned functions and tasks. Review, research, and recommend competent authorities to issue mechanisms and policies to implement the program's objectives in accordance with the socio -economic development characteristics of the locality.

Direct and guide the implementation of preschool education models suitable to the characteristics of urban areas, industrial parks, etc.
