Extension of Metro Lines 1 and 2
The Ho Chi Minh City People's Committee has just sent the Ho Chi Minh City People's Council a proposal for developing the urban railway network system in Ho Chi Minh City according to Conclusion 49 of the Politburo .
The project aims to complete 6 metro lines with a total length of 183 km by 2035.
Accordingly, Metro Line No. 1 (Ben Thanh - Suoi Tien) is nearly 20 km long from Long Binh Depot (Thu Duc City) to Ben Thanh Station (District 1) and is expected to be completed and put into commercial operation by the end of this year.
Then, from Ben Thanh station, Ho Chi Minh City will extend Metro Line 1 to An Ha (Binh Chanh district) by about 20.8km, increasing the total length of Metro Line 1 to 40.8km.
Metro Line 2 (Ben Thanh - Tham Luong) is over 11 km long from Ben Thanh Station (District 1) to Tham Luong Depot (District 12) and is undergoing site clearance and technical infrastructure relocation. The project is expected to start construction at the end of 2025 and be completed and put into operation in 2030.
Metro No. 2 will then be invested in two more sections, Ben Thanh - Thu Thiem and Tham Luong - An Suong Bus Station, about 9.1 km long, bringing the total length of Metro No. 2 to about 20.2 km.
Along with the extension of Metro Lines 1 and 2, by 2035, Ho Chi Minh City will invest in completing 4 more metro lines.
Route 3: Hiep Binh Phuoc - Dan Chu roundabout - Tan Kien - An Ha, 29.5 km long.
Line 4: Dong Thanh Depot - Ben Thanh - Ba Chiem Station (Ring Road 3), 36.8 km long.
Line 5: Vo Chi Cong Station (Ring Road 2) - Bay Hien - Da Phuoc Depot, length 32.5 km.
Route No. 6: Ba Queo - Tan Son Nhat Airport - Binh Trieu - Phu Huu, length 22.8 km.
Mobilizing nearly 35 billion USD to build 183 km of metro
Preliminary total investment for the period from now to 2035 (not including investment capital for Metro Line 1) is about 837,000 billion VND (equivalent to 34.9 billion USD).
According to the project, in the structure of capital mobilized to build metro lines, there is no ODA loan capital.
Accordingly, the central budget supports 9.75 billion USD; the HCMC budget is about 8.62 billion USD; the source of increased central budget revenue from revenues divided between the central budget and the HCMC budget is more than 7 billion USD; the source from local bonds is 6.4 billion USD.
In addition, through review, Ho Chi Minh City currently has 22 land plots directly managed by the State with an area of more than 290 hectares located around Metro Lines 1 and 2 that can be developed according to the TOD model (urban development associated with public transport).
In addition, there is a total of 357 hectares of land along Metro lines 3, 4, and 5 managed and used by organizations, households, and individuals.
Thus, including land managed by the State and land used by the people, it is 647 hectares. It is estimated that after auctioning the land and deducting compensation costs for site clearance, the Ho Chi Minh City budget will have about 5 billion USD to invest in the construction of metro lines.
Regarding policy mechanisms, Ho Chi Minh City proposed 6 policy groups with 28 mechanisms. Of which, 17 mechanisms and policies are under the authority of the National Assembly ; 11 mechanisms and policies are under the authority of the Government.
According to the plan, in July 2024, the project will be reported to the Prime Minister and the Government Standing Committee.
The Government Party Committee will submit the project to the Politburo for comments in the second quarter of 2024. It is expected that the contents of specific policies and mechanisms for urban railway development will be submitted to the National Assembly at the session in late 2024 or early 2025.
According to the project, after 3035, Ho Chi Minh City will continue to build more than 168 km to increase the total length of the metro network to more than 351 km by 2045. By 2060, the remaining metro lines in the plan will be invested, increasing the total length to 510 km.
