The People's Committee of Ho Chi Minh City has just submitted a document to the People's Council of Ho Chi Minh City at the 5th session on the morning of November 14, regarding the criteria for establishing a Security and Order Protection Team at the grassroots level and regulations on the number, level of support, training, and expenditure for this force. This is a step to complete the legal framework after merging three administrative units, leading to major differences in force organization, number of members, and policies.

According to the City People's Committee, localities are still applying their old regulations. Different methods of implementation lead to the same model but inconsistent treatment, payment costs and number of team members. The total budget expenditure to maintain this force in the entire area after the merger is currently about 2,313 billion VND/year.
Therefore, if we continue to apply the three old resolutions, many contents will no longer be suitable, will not meet the requirements of operating the two-level government model, and will not ensure the unified interests of the grassroots forces.
Ho Chi Minh City proposes that each neighborhood, hamlet, and residential area have a Security and Order Protection Team; the number of members is calculated based on the population size of each neighborhood, hamlet, and residential area. Areas with less than 2,700 people will have three members; from 2,700 to 3,600 people, one more member will be added; for every 900 more people, the force will be increased by one person to meet the requirement of staying close to the area.
The monthly support level is also standardized: team leader 6.5 million VND, deputy team leader 6.3 million VND and team members 6 million VND. The city will support 100% of voluntary social insurance contributions and 100% of health insurance for the entire force. Night shifts, holidays and days off will be compensated at 150,000 VND/night and 600,000 VND/day. Tasks in border areas, islands, mountainous areas or special areas will be increased by 70,000 VND/person/day.
The report also calculates the level of support for those who have not participated in health insurance/social insurance but have an accident, are injured or die while on duty. Accident victims will be paid medical examination and treatment costs equivalent to the health insurance benefit level and receive support of 70,000 VND/day during the entire inpatient treatment period. If the accident leads to death, relatives will receive a subsidy equal to three times the regular monthly support level and funeral expenses equal to 10 times the reference level according to regulations.
In addition to the regular regime, the Security and Order Protection Team is allocated funds to purchase uniforms, badges, insignia, signs and certificates, with a maximum of 4 million VND/person/year; at the same time, they are paid for equipment, training, competitions and refresher courses when mobilized or sent on business trips outside the area.
According to estimates, the total budget to implement the resolution after unification for the entire city is about 2,500 billion VND/year, an increase of more than 130 billion VND compared to the present. The People's Committee of Ho Chi Minh City affirmed that this level of expenditure is necessary to ensure synchronization and encourage forces to stay close to the grassroots in the context of rapid population and urban scale increase after the boundary arrangement.
