Ho Chi Minh City proposed to support Tay Ninh with 1,806 billion VND to carry out site clearance for the Ho Chi Minh City - Moc Bai expressway.

Faced with the risk of the progress of the Ho Chi Minh City - Moc Bai Expressway due to lack of capital for site clearance, the Ho Chi Minh City People's Committee proposed to support Tay Ninh province with 1,806 billion VND from the city budget, aiming to remove obstacles for the most important inter-regional infrastructure project in the Southeast region.

The Ho Chi Minh City People's Committee has just submitted a document to the City People's Council on the policy of using development investment capital from the city budget to support Tay Ninh province with VND 1,806 billion to serve the compensation, support and resettlement work of Component 4 of the Ho Chi Minh City - Moc Bai Expressway (phase 1). This is the content applied according to Article 5 of Resolution No. 98/2023/QH15 on piloting a number of specific policy mechanisms for the development of Ho Chi Minh City.

Perspective of Ho Chi Minh City - Moc Bai Expressway Project

According to the report, the Ho Chi Minh City - Moc Bai Expressway Project Phase 1 has a total length of 51km, of which 26.3km passes through Tay Ninh province. This is a key inter-regional transport infrastructure project, implemented under the PPP method - BOT contract, with a total investment of more than 19,617 billion VND. The land clearance part in Tay Ninh (Component Project 4) was initially approved at 1,504 billion VND.

However, during the implementation process, the compensation budget increased sharply to 3,749 billion VND due to the need to adjust and supplement the plans to handle the petitions of the people in Trang Bang and Go Dau areas. Of this amount, Tay Ninh is able to balance 439 billion VND and requested Ho Chi Minh City to support 1,806 billion VND to ensure progress.

The Ho Chi Minh City People's Committee assessed that the project has a regional-interregional connection nature, playing a driving role in promoting socio -economic development in the Southeast region. The capital support for Tay Ninh also complies with the provisions of the State Budget Law (Point d, Clause 5, Article 9), allowing localities to use development investment expenditure to support other provinces in inter-regional projects and key works.

The capital of VND 1,806 billion will be disbursed by the city from the city budget reserve in 2025. Up to now, the reserve fund after adjustment is more than VND 5,479 billion, enough to meet the support amount.

Ho Chi Minh City proposed to provide financial support, instead of “direct investment”, to shorten procedures and ensure site clearance progress. After the Ho Chi Minh City People’s Council approves, the City People’s Committee will transfer the capital; Tay Ninh is responsible for managing, using and settling accounts in accordance with legal regulations.
