Specifically, the draft resolution stipulates a number of specific policies to support children of preschools, students of general education institutions, vocational education - continuing education centers, vocational education centers, students studying continuing education programs, and students of public specialized education institutions with special circumstances in Ho Chi Minh City.

Accordingly, lunch support is based on the actual cost incurred at the educational institution, not exceeding VND 40,000/student/day for students at public educational institutions belonging to the above subjects.

In addition, the city supports the costs of service and educational activities at the actual level incurred at the educational institution; supports the costs of other contents according to the school's program outside of regular school hours at the actual level incurred at the educational institution; supports the cost of buying uniforms at a specific level according to the preschool level: 300,000 VND/child/school year; primary school: 400,000 VND/student/school year; junior high school: 450,000 VND/student/school year; high school: 500,000 VND/student/school year.

For the 2025-2026 school year, the city will support uniform purchases at 50% of the above support level.

In addition, the city supports lunch meals calculated based on the actual number of days of meals within the prescribed school year timeframe. Other support contents are based on the actual study time of students at the educational institution and not exceeding 9 months/school year.

Delegates also considered a draft resolution regulating tuition fees for public preschool and general education institutions established by universities, colleges, and research institutes according to regulations in Ho Chi Minh City from the 2025-2026 school year.

Tuition fees for public preschool and general education institutions that are not self-sufficient in regular expenses and established by universities, colleges and research institutes according to regulations in the city are respectively 180,000 VND/student/month for preschool; 80,000 VND/student/month for primary school; 100,000 VND/student/month for junior high school and 120,000 VND/student/month for high school.

Tuition fees for public preschool and general education institutions that self-finance regular expenses established by universities, colleges, and research institutes according to regulations in the area are as follows: preschool 400,000 VND/student/month; primary school 400,000 VND/student/month; junior high school 600,000 VND/student/month and high school 600,000 VND/student/month.

Tuition fees for online learning are equal to 75% of tuition fees for public educational institutions established by universities, colleges, and research institutes according to regulations.

Meanwhile, for public preschool and general education institutions that self-insure their regular expenses under the city's management, delegates continued to consider and approve the draft resolution regulating tuition fees from the 2025-2026 school year for these institutions.

Specifically, the tuition fee for preschool is 400,000 VND/student/month; primary school is 400,000 VND/student/month; secondary school is 600,000 VND/student/month and high school is 600,000 VND/student/month. The tuition fee for online learning is equal to 75% of the tuition fee of public educational institutions that self-finance regular expenses as issued.

The tuition fees in the above draft regulations are the basis for implementing tuition exemption, support and compensation policies according to regulations.
